Separately, Indonesian operator XLSmart has started construction on Candle, an 8,000-kilometer subsea fiber network linking Indonesia to Singapore, Malaysia, the Philippines, Taiwan, and Japan, with commercial operations across all six markets planned for 2028.7 Consortium partners include Meta, SoftBank, Telekom Malaysia through its TM Technology Services unit, the Philippines' Globe Telecom, and Japan's IPS Inc., with NEC Corporation supplying the marine transmission equipment and 24 fiber pairs to be deployed along the seabed.7 The route lands in Indonesia at Tanjung Bemban on Batam island, directly opposite Singapore's main data exchanges, and Batam serves as a spillover hub for data centers while Singapore limits domestic power allocations.7

On the domestic infrastructure side, the Bases Conversion and Development Authority (BCDA) is turning to unsolicited proposals to move forward with a ₱2.5-billion information and communications technology project in New Clark City, which is set to host the Pax Silica industrial hub.28 The agency declared a failure of bidding on June 25 after attracting no interested company, and has now attempted to bid out the project three times without finding a private partner.28 The project was initiated under an open-access fiber model.28

Consumer technology and the broader device market

Xiaomi launched the Redmi Note 17 series in the Philippines, offering four smartphones with prices starting at ₱13,999 for the standard model and reaching ₱28,999 for the top-tier Redmi Note 17 Pro Max 5G.8 The lineup emphasizes larger batteries, reinforced construction, longer software support, and upgraded displays and cameras, marketed under "Redmi Titan Durability."8 Xiaomi said global shipments of the Redmi Note series have exceeded 500 million units, and that the phones would receive up to six years of security updates, with selected models designed to maintain battery health for up to six years.8

ASUS, meanwhile, brought its ExpertBook Ultra business laptop to Cebu and Davao, following regional launches at NUSTAR Resort Cebu on September 7 and 8 and at Dusit D2 in Davao City on September 11.4 ASUS said the two launches drew more than 1,000 business leaders, IT decision-makers, partners, clients, and media.4 The laptop weighs as little as 0.99 kilograms, measures 10.9 millimeters thick, and is powered by up to an Intel Core Ultra X9-388H processor with a dedicated neural processing unit rated at up to 50 TOPS and total platform performance of up to 180 TOPS.4

The read for the sector is that device makers are competing on durability and software longevity rather than on raw specifications alone, which matters in a market where buyers keep phones longer and where business buyers weigh total cost of ownership. The regional launch strategy — Cebu and Davao rather than Metro Manila alone — also signals that the addressable market for premium business devices is spreading beyond the capital.48

Governance, budget, and accountability stories

National government agencies obligated 42.5 percent of their allotments in the first half of 2026, down from a year earlier, according to the Department of Budget and Management (DBM).14 Agencies obligated ₱1.812 trillion of the ₱4.265 trillion in total allotments from January to June 2026, and the obligation rate was 12.3 percent lower than the rate recorded in the same period last year.14 Obligations are liabilities legally incurred by government agencies to be paid immediately or in the future, and the obligation rate is an indicator of an agency's capacity to absorb its allotted funds.14 Congress logged the lowest obligation rate among national government agencies at 8.8 percent.14

The Department of Information and Communications Technology (DICT) said it will formally write to the Office of the Ombudsman to pledge full cooperation in the anti-graft body's investigation into alleged irregularities in government-funded IT and connectivity projects, and offered to turn over records and technical data.16 Assistant Ombudsman Mico Clavano was quoted as saying the agency will investigate what it calls "ghost internet" projects — government contracts in which hardware and related software are bought for billions of pesos but the software installed may be outdated or fake, resulting in overpricing.16
