Sara Duterte Trial Narrows to One Wealth Charge

The Senate impeachment court heard a forensic analyst's estimate of P817.87 million in undeclared assets as prosecutors dropped three of four charges, while the NBI opened a probe into more than 100 Duterte-linked properties.

The Report October 16, 2026

The Senate impeachment court heard a forensic financial analyst put the undeclared wealth of Vice President Sara Duterte and her husband, Manases Carpio, at P817.87 million for the years 2022 to 2025, a figure he said could reach P1 billion under a less conservative computation, as the House prosecution panel withdrew three of its four charges and left the case resting on unexplained wealth alone.112 The 38th day of the trial, on Monday, October 12, 2026, drew blanket live coverage from the country's largest broadcasters under a shared #VPOnTrial banner, and the day's clips carried the heaviest view counts of any single item in the material reviewed here.2427

The withdrawal reshaped the trial's scope. Prosecutors dropped the articles on confidential fund misuse, bribery and grave threats, leaving only Article II, which accuses Duterte of unexplained wealth, false Statements of Assets, Liabilities and Net Worth (SALN) — the annual declaration of a public official's assets, liabilities and net worth — and continued business interests.265 House lead prosecutor Rep. Gerville Luistro said the move was meant to prevent "further dilatory tactics," and the panel also abandoned its plan to call the Vice President as a witness.76 The bribery charge will be forwarded to the Office of the Ombudsman, the constitutional office that investigates and prosecutes public officials for graft and misconduct, under its head Jesus Crispin Remulla.9

Separately, the National Bureau of Investigation (NBI), the government's main investigative agency, said it is examining more than 100 properties allegedly linked to Duterte and her family in Davao for possible money laundering and misdeclarations, with 24 of those properties declared in her SALN.1618 NBI Director Melvin Matibag said the probe includes possible land banking to hide funds and financial transactions with foreign entities that may pose a national security concern.1819 Duterte rejected the allegations, saying the impeachment case is falling apart and that the prosecution is inventing accusations as part of politics ahead of the 2028 elections.2021 Her brother, Davao City Rep. Paolo Duterte, challenged the NBI to present concrete evidence.22

Key themes

  1. Prosecution narrows its case to unexplained wealth. Three of four Articles of Impeachment were withdrawn on day 38, leaving Article II as the sole charge for verdict.6531 Prosecutors said the remaining evidence is sufficient to convict, which is why they also dropped their plan to call Duterte as a witness.6
  2. A P817.87-million estimate anchors the remaining charge. Forensic financial analyst Alexander Cabrera told the court the undeclared assets and income of Duterte and her husband ran to P817.87 million from 2022 to 2025, and said a non-conservative computation could reach P1 billion.112
  3. The defense attacked the analyst's qualifications and method. Lead counsel Sheila Sison called Cabrera's conclusions "unbridled and erroneous conclusions of law and fact," and counsel Kristine Ferrer questioned whether he could be considered a forensic accounting expert given a career focused on taxation and about a year in external audit.1011
  4. Senator-judges pressed the witness on double counting. Senator-judge Risa Hontiveros asked whether funds or assets could have been counted more than once; Cabrera said his team preferred to understate rather than overstate the amount.15 Senator-judge Robin Padilla asked whether the analysis was rushed.37
  5. The NBI opened a parallel property investigation. Director Melvin Matibag said more than 100 properties were identified, 24 declared in Duterte's SALN, with one Catigan property declared at P890,000 but estimated at P50–60 million.185960
  6. Duterte's camp frames the case as election politics. The Vice President said the case is "falling apart," and spokesperson Paolo Panelo said the trial is being used to damage her because she leads surveys.2069 Prosecutors raised a sub judice concern over her remarks, arguing they attack the court.29
  7. Public opinion remains split and Duterte still leads on trust. A Social Weather Stations survey of 1,500 adults from September 21 to 27 found 51 percent satisfied with her performance as Vice President against 30 percent dissatisfied, a 10-point decline in net satisfaction from June 2026.91 A separate Pulse Asia survey found 54 percent approving of her performance and 55 percent trusting her, while 49 percent disapproved of President Ferdinand Marcos Jr.'s performance and 48 percent distrusted him.103
  8. The conviction threshold remains contested. Former Rep. Robert Ace Barbers, a House impeachment adviser, said prosecutors should still seek 16 votes to convict even though the court adopted a lower 14-vote threshold, to insulate the verdict from a Supreme Court challenge.102

How the narratives stack

Dominant. The trial itself dominated the day's coverage in the material reviewed. Major broadcasters treated the proceedings as a full-day live event, running special coverage under a shared #VPOnTrial banner and pairing the feed with expert commentary.124 Their framing stressed the evidence — the P817.87-million estimate, the cross-examination of Cabrera, and the conduct of the senator-judges.1025 GMA News highlighted Sison calling Cabrera's conclusions "unbridled and erroneous conclusions of law and fact," while ABS-CBN News carried the exchange between House prosecutor Rep. Chel Diokno and Sison over Cabrera's testimony, drawing 341 comments on that clip alone.1026 The headline clips from these outlets carried the largest view counts of any single item in the set.2728

Counter-narrative. The defense and its allied commentators argue the case is political and the financial analysis unreliable. Defense spokesman Michael Poa said the team has over 90 witnesses lined up for its presentation, which is expected to begin November 9.3335 Duterte herself said the prosecution is inventing accusations ahead of the 2028 elections, and Panelo tied the trial to her survey standing.2069 Outside the courtroom, one pro-Duterte channel framed its coverage as the Vice President exposing wrongdoing, titling a video "VP SARA binulgar ang kalokohan ni BBM! WITNESS BUKING!!!" (VP Sara exposed BBM's shenanigans! Witness BUKING!!!), which drew 111,431 views and 6,059 likes.42 That single video's engagement is the largest recorded on any one item in the social material reviewed here.

Emerging. The NBI's property investigation is the newest thread and the one with the widest potential reach. Matibag said the bureau is looking into possible land banking and foreign financial transactions, and that it will submit findings to the Department of Justice and the Ombudsman.181923 The probe now extends to Paolo Duterte's SALN as well.60 Because it runs on a separate track from the impeachment court, it could outlast the trial and produce charges independently of the Senate's verdict.

Under-covered. The mechanics of the conviction threshold drew comparatively little of the day's attention despite shaping the trial's endgame. The Senate impeachment court adopted a lower 14-vote threshold, a question that drew public scrutiny of the legal basis for a 16-vote requirement when the court first convened in July.46 Barbers' argument that prosecutors should still seek 16 votes to avoid a Supreme Court challenge appeared in a single statement and did not generate the volume of coverage the testimony did.102 The procedural question matters because it determines how many senator-judges must agree before Duterte is removed from office.

Platform insights

  • YouTube. The trial lived on YouTube as a continuous live feed, with broadcasters running special coverage under a shared #VPOnTrial banner and pairing proceedings with commentary.124 Engagement clustered on headline clips rather than full sessions: the ABS-CBN exchange between Diokno and Sison drew 341 comments on one clip, and the pro-Duterte channel video drew 111,431 views and 6,059 likes.2642 The pattern suggests audiences followed the trial through short, high-conflict excerpts rather than the full-day feed.
  • Facebook. The platform carried the institutional responses rather than the trial itself. The Presidential Communications Office streamed Malacañang's Thursday press briefing, where press officer Claire Castro answered questions on the President's standing and the November ASEAN summit.156103 The NBI's planned investigation into the "Machong Chismisan" podcast was announced through a message to host Boy Abunda and shared widely on the platform.153
  • X. The day's political argument ran through X in compressed form, with the prosecution's sub judice complaint against Duterte's remarks and the defense's election-politics framing circulating as short statements.2969 The platform served as the relay point between broadcast clips and commentary.
  • Reddit. No meaningful activity was recorded in the material reviewed for this window.

Key voices and communities

Broadcast newsrooms. GMA News, ABS-CBN News, TV5, PTV News, ANC and Inquirer carried the proceedings as a shared live event, supplying the continuous feed that all other groups reacted to.56571158 Their clips set the day's agenda and carried the largest view counts.2728

The House prosecution panel. Lead prosecutor Gerville Luistro, spokespersons Jay Tolosa and Benjamin Tolosa Jr., and private prosecutor Lorna Kapunan drove the legal argument. Luistro framed the withdrawal as a block on delay; Kapunan challenged whether Duterte declared earlier bank balances, asking, "Did she declare it the year before?"7115159 The panel's decision to narrow the charges reshaped the trial's scope.31

The defense team. Lead counsel Sheila Sison, counsel Kristine Ferrer and spokesman Michael Poa disputed the financial analysis and questioned Cabrera's expertise.101133 Their counter-presentation, expected to begin November 9, will determine the trial's remaining contested phase.35

Senator-judges. Presiding officer Francis "Chiz" Escudero, Senate President Sherwin Gatchalian, and senators Risa Hontiveros, Robin Padilla and Pia Cayetano questioned the witness directly. Gatchalian framed the role plainly: "This is our job. Part of the job is to make public servants accountable."36 Their questioning is the clearest public signal of how the evidence is landing, since they cast the votes that decide the case.39

Legal commentators and vloggers. Former congressman Niel Tupas Jr., a prosecutor in an earlier impeachment case, called the unexplained-wealth article the "battleground" article and said the burden has shifted to the defense.43 San Beda law dean Father Ranhilio Aquino said the evidence could be enough to convict if senators decide purely on it.40 These voices translate the proceedings for audiences who follow the trial mainly through commentary.4441

Narrative streams

The cross-examination of Alexander Cabrera

The prosecution's final witness on unexplained wealth spent the session defending both his numbers and his credentials. Cabrera, a forensic financial analyst, told the court that undeclared assets and income involving Duterte and her husband from 2022 to 2025 totaled P817.87 million, and that a non-conservative computation could reach P1 billion.112 He conceded that his report did not include Duterte's own records.12 He also stated that a company linked to Duterte, Gencorp, had about P250 million in unpaid taxes, and that Cale88's finances were questioned.14

The defense went at the method and the man. Sison called his conclusions "unbridled and erroneous conclusions of law and fact" and objected to his use of the legal principle of piercing the corporate veil, which lets courts look past a company's separate legal identity to reach the people behind it.10 Ferrer challenged whether Cabrera could still be considered a forensic accounting expert given his career focus on taxation and about a year in external audit as a staff accountant.11 House prosecutor Diokno countered with Section 39 of Rule 130, a provision of the rules of evidence on the testimony of expert witnesses, and Escudero overruled the prosecution's objection and allowed the defense to continue.1011

The senator-judges did not leave the witness untouched. Hontiveros pressed Cabrera on whether funds or assets could have been counted more than once, and he said his team preferred to understate rather than overstate the amount.15 Padilla asked whether the analysis was rushed and whether Cabrera had met Naga City Mayor Leni Robredo in December 2025, which Cabrera confirmed.3738 Escudero joked after Padilla's question, "Nabitin ako nang kaunti doon, ha. Akala ko may follow up, eh." (I was left hanging a bit there. I thought there was a follow-up.)37

For the sector, the exchange matters because the remaining charge now rests almost entirely on one analyst's reconstruction of bank and property records. If the defense succeeds in casting the P817.87-million figure as an estimate built on incomplete data, the prosecution's case on Article II loses its anchor. The defense's counter-presentation, expected to begin November 9, will test whether the senator-judges accept the number as a floor or dismiss it as a computation.35

The NBI property probe opens a second front

The NBI's investigation gives the allegations a track outside the Senate's control. Matibag said the bureau identified more than 100 properties allegedly linked to Duterte and her family in Davao City and Davao del Norte, 24 of them declared in her SALN, with one Catigan property declared at P890,000 but estimated at P50–60 million.185960 He said the probe covers possible land banking — buying and holding land to park funds — and financial transactions with foreign entities that may pose a national security threat.1819 The bureau will also examine Paolo Duterte's SALN.60

Duterte and her brother rejected the findings, with Paolo Duterte challenging the NBI to present concrete evidence.612262 The NBI said it will submit its findings to the Department of Justice and the Ombudsman.23 ANC, GMA News, TV5, Manila Bulletin and Inquirer reported the statements across October 12–15.29632364

The read for the sector is that the property probe can produce charges independently of the impeachment verdict. Because it runs through the Department of Justice and the Ombudsman rather than the Senate, it is not bound by the trial's schedule or its outcome. For officials and agencies named in the investigation, the exposure continues past the Senate's decision; for the Ombudsman, the referral adds to a caseload that already includes 39 cases filed over the flood control scandal in Remulla's first year, 35 of them before the Sandiganbayan anti-graft court and four in regional trial courts, with 52 individuals charged.51

Prosecutors drop three articles and narrow the trial

The House prosecution panel withdrew the articles on confidential fund misuse, bribery and grave threats, leaving only unexplained wealth.65 Luistro said the move prevents "further dilatory tactics," and the panel also dropped its plan to call Duterte as a witness.76 Defense counsel Sison warned of a possible mistrial.65 Rappler, GMA News, Philstar, Inquirer, ANC and MSN carried the development from October 13 onward.6731687

The procedural fight continued after the withdrawal. Benjamin Tolosa Jr. rejected a proposed middle ground that would let the defense give a limited rebuttal on the three abandoned articles, calling it "a complete waste of time and resources of the court and everyone involved" with "no adjudicative purpose whatsoever."159 Escudero had allowed prosecutors to present their case on the remaining article, and the court will resume on October 13 at 1 p.m.34

The read for the sector is that the narrowing concentrates risk on a single charge and a single witness. Prosecutors traded breadth for speed, betting that unexplained wealth is the strongest article and that the defense's delay tactics would otherwise stretch the trial. If the bet fails, the three withdrawn articles cannot be revived in this proceeding; the bribery charge moves to the Ombudsman instead.9 For senator-judges, the decision simplifies the verdict but also removes the option of convicting on a charge with a lower evidentiary bar.

The 2028 election shadow over the trial

Duterte's camp argues the proceedings are politically motivated and tied to the 2028 elections. She said the case is "falling apart" and that the administration is inventing accusations, while Panelo said the trial is being used to damage her because she leads surveys.206921 Prosecutors countered that such statements attack the court, with Tolosa raising a sub judice concern — the principle that parties should not comment publicly on a case in ways that could influence its outcome.2970

The survey numbers give the argument its context. A Pulse Asia survey released in October 2026 placed Duterte first in presidential preference while Senator Bong Go led the vice presidential field, with former Senator Grace Poe and Senator Alan Peter Cayetano ahead among senatorial bets.5371727374 A Social Weather Stations survey of 1,500 adults from September 21 to 27 found 51 percent satisfied with Duterte's performance as Vice President against 30 percent dissatisfied, a 10-point decline in net satisfaction from June 2026 driven by decreases in Balance Luzon, Mindanao and the Visayas, while Metro Manila held steady.91 A separate Pulse Asia survey found 54 percent approving of her performance and 55 percent trusting her, while 49 percent disapproved of Marcos's performance and 48 percent distrusted him.103 Palace Press Officer Claire Castro responded that Marcos listens to public concerns and considers the needs of different sectors when planning government programs.103

The read for the sector is that the trial and the election calendar are now entangled. Duterte's survey standing gives her camp a political argument against conviction, and the prosecution's sub judice complaint tries to keep that argument out of the courtroom. For senator-judges facing reelection, the verdict carries electoral consequences either way, which is why the conviction threshold — 14 votes under the court's adopted rule, or 16 under the constitutional two-thirds reading — has become the most contested procedural question in the case.46102

The trial as a live broadcast event

The proceedings ran as a full-day broadcast product. Major Philippine broadcasters and news organizations treated the trial as a live event, running special coverage under a shared #VPOnTrial banner and pairing the feed with expert commentary.124 GMA News, ANC, Inquirer, Manila Times and PTV News carried the October 12 exchanges.56571158 The headline clips carried the largest view counts of any single item in the material reviewed.2728

The commentary layer translated the proceedings for audiences who follow the trial mainly through analysis rather than the live feed. Tupas called the unexplained-wealth article the "battleground" article and said the burden has shifted to the defense.43 Aquino said the evidence could be enough to convict if senators decide purely on it.40 One pro-Duterte channel drew 111,431 views and 6,059 likes on a video framing the Vice President as exposing wrongdoing.42

The read for the sector is that the trial's audience is now larger than its courtroom. Broadcasters have turned a legal proceeding into a daily live product with its own banner and commentary ecosystem, which means the framing choices of newsrooms and vloggers shape public understanding as much as the testimony does. For the senator-judges, that visibility raises the cost of any procedural decision that looks like delay or suppression.

The wider accountability calendar

State agencies have produced findings alongside the trial. The Commission on Audit issued notices of disallowance on confidential fund transactions, and Malacañang said Duterte should stop "feigning ignorance" about a P73-million disallowance.50 The Ombudsman reported 39 cases filed over the flood control scandal in Remulla's first year, 35 before the Sandiganbayan and four in regional trial courts, with 52 individuals charged.51 Former House Speaker Martin Romualdez is detained at the New Quezon City Jail, and his bail hearing opened before the Sandiganbayan.5152 A witness, Rodante Orbillo, one of the individuals known as the "18 Maleta Boys," testified that he delivered suitcases allegedly containing cash to Romualdez and also to Senate President Pro Tempore Vicente "Tito" Sotto III, former Marikina representative Stella Quimbo and former senator Antonio Trillanes IV; Sotto dismissed the allegation as an "old story" that "does not deserve a response."10792

Separately, the International Criminal Court is hearing a case against former President Rodrigo Duterte, whose lawyers had sought a cap on prosecution evidence.54 A national election is scheduled for 2028.53

The read for the sector is that the impeachment trial sits inside a broader accountability cycle that touches multiple branches of government. The flood control cases, the confidential fund disallowances and the ICC proceeding all run on separate tracks, and each produces its own headlines. For public officials and agencies, the practical consequence is that a single controversy can now generate parallel proceedings in the courts, the Ombudsman and the Senate at the same time, each with its own timeline and its own standard of proof.

Response guidance

For government communications offices, prepare plain-language explainers on the remaining charge. The trial now rests on a single article, and public understanding of what "unexplained wealth" means under the SALN rules is thin. A short explainer on what the SALN requires, what counts as undeclared, and how the P817.87-million figure was computed will reduce confusion when the defense presents its counter-analysis.12

For agencies named in parallel investigations, coordinate statements with the referring office. The NBI's findings go to the Department of Justice and the Ombudsman, and premature comment from any agency can complicate the referral.23 Route public statements through the office that will act on the findings.

For broadcasters and newsrooms, separate the live feed from the analysis layer. The trial runs as a full-day product with a shared banner and commentary ecosystem.124 Labeling which segments are live proceedings and which are analyst commentary helps audiences distinguish testimony from interpretation, particularly when clips circulate without context.

For legal commentators and vloggers, attribute figures to their source. The P817.87-million and P1-billion figures come from one analyst's computation, which the defense disputes and which Cabrera himself said excluded Duterte's records.1210 Stating the source and the caveat in the same breath keeps commentary accurate when the numbers are repeated.

For officials facing parallel proceedings, expect the timelines to diverge. The impeachment court, the Ombudsman and the courts each run on their own schedule and standard of proof.5123 A favorable outcome in one does not close the others, and public statements in one forum can be used in another, as the sub judice complaint over Duterte's remarks shows.29

For survey and polling communicators, report the trend, not the snapshot. The SWS decline was concentrated in specific regions, and the Pulse Asia numbers show a slim majority approving of Duterte while a plurality disapproves of Marcos.91103 Reporting the regional breakdown and the comparison period gives audiences a clearer picture than a single headline number.
