Marcos Signs BSKE Delay, LPG Tax Cut, Veloso Pardon

President Ferdinand Marcos Jr. signed three measures on September 25, 2026 that reset the country's local election calendar, cut the price of cooking fuel, and freed a Filipino woman who had spent nearly 16 years in detention abroad and at home — a day of governance decisions that drew the heaviest public response on the pardon and the widest news coverage on the election postponement.

The Office of the Vice President (OVP) said no funds were lost from its 2025 relief operations after the Commission on Audit (COA), the state auditing agency, flagged documentation and control deficiencies involving nearly P168 million.2 The OVP said the gaps involved pre-operation documentary requirements that were part of its own internal procedures, not requirements imposed by law or by COA regulations, and that beneficiaries were recorded and validated based on documents submitted to auditors.2 "All funds are accounted for," the office said, adding that it would strengthen documentation, validation and monitoring.3 The exchange drew divided reaction on Facebook, where the visible response mixed mockery and support rather than running in one direction.312

The Manila Times posted the election postponement, and Philippine News Agency and individual journalists carried the Ayungin Shoal resupply account.15127133 Political analyst Ronald Llamas criticized Senator Bong Go's appearance at the Department of Justice protest, and a post by News5 carried Castro's September 11 response to Duterte's "adik" remark, drawing 3,701 views and 90 likes.125265
• Reddit. Threads in Philippine political subreddits hosted the most argumentative reading of the day. A thread on the OCTA survey carried analyst Lito Banayo's claim that a Malacañang source told him a Robredo–Pacquiao tandem was being eyed for 2028, and a separate thread on the election postponement framed it as a suffrage issue.20186 A post showing Romualdez in a wheelchair after being returned to the New Quezon City Jail drew 59 likes, 4 dislikes and 59 comments.274
• YouTube. Video carried the procedural stories. A Senate finance subcommittee hearing on the Department of Public Works and Highways budget drew 24,823 views, and GMA News' "What We Know So Far" segment on the Padilla hearing asked why the counter-affidavit was not filed.289113 The Manila Times' evening newscast rounded up the day's developments in one bulletin.36

Key voices and communities

Malacañang and the Presidential Communications Office. President Marcos, Press Officer Claire Castro and the communications office set the official framing for all three signed measures. Marcos said of the election delay: "This is not additional time in office. It is additional time for accountability to the people."66 Castro confirmed the signing at a briefing in Ilocos Norte and tied the postponement to crime prevention and waste disposal.33 On fuel, she said "the focus should be on the supply, not the price" and cited a rise in the country's oil inventory from 30 days to 54 days.42

Election watchdogs and barangay officials. Political analysts and partisan commentators. Analyst Lito Banayo said the 16 percent undecided bloc was decisive: "Forty-eight percent versus 36 percent, you have a 16 percent undecided. Mary Jane Veloso freed after 16 years, with reintegration support through her home province

Marcos granted Veloso an absolute pardon on September 24 and confirmed it to reporters after inspecting a hospital in Eastern Samar on September 25: "I've already signed it… I've already signed the pardon."80 Bureau of Corrections Director General Gregorio Catapang confirmed she would be freed at 8 p.m. and personally handed her the pardon and release order; she walked out around 9 p.m. and was met by her parents, Celia and Cesar Veloso, and her two adult sons, Mark Daniel and Mark Darren.8182 Executive Secretary Ralph Recto said the pardon was the result of more than a decade of diplomatic efforts: "We cannot give Mary Jane back the 16 years she spent away from her family. But today, perhaps, we can give her back the future."80

Veloso was arrested at an Indonesian airport in 2010 after 2.6 kilograms of heroin were found in her luggage, sentenced to death for drug trafficking, and granted a last-minute reprieve in 2015 after an appeal by then-President Benigno Aquino III; Indonesia approved a Philippine request allowing her to serve the remainder of her sentence in the Philippines, and she was transferred to the Correctional Institution for Women in Mandaluyong City in December 2024.8086 Her family submitted a letter to the Palace in February urging Marcos to grant clemency.80 The Bureau of Corrections said it endorsed her to the local government unit of her residence in Nueva Ecija for reintegration services including livelihood assistance, social welfare support, counseling and skills development.8184

Flood control spending under scrutiny from the NBI, the Senate and the courts

The National Bureau of Investigation said it was inspecting 51 of about 100 flood control projects in Davao City for possible irregularities, with Director Melvin Matibag saying there was a strong possibility six were "ghost projects."13 Matibag said one project received funding more than five times in a single year under the General Appropriations Act under different project titles — "funded twice at P21 million and three times at P22 million" — and that contractor Genesis 88 received about P7 billion in flood control funds from the Department of Public Works and Highways between 2018 and 2024.13 He said the company's owner holds a position and has close ties to Davao Representative Paolo "Pulong" Duterte, and denied Duterte's claim that the investigation was political harassment.13

At the Senate, Public Works Secretary Vince Dizon told a finance subcommittee hearing that there were no ghost projects in Taguig City and that all 107 projects there had accomplishments, in response to a question from Senate Minority Leader Alan Peter Cayetano.4 Senator Panfilo Lacson said Dizon's statement contradicted site inspection reports from the department's Bureau of Quality and Safety and Bureau of Maintenance.227 Senator Imee Marcos questioned whether Dizon could lawfully keep serving, citing the Administrative Code of 1987's one-year limit on temporary designations and noting he was "overdue by a few days. 24 days."221 Dizon replied that he was not the appointing authority and would confer with the Office of the President, adding: "This is music to my ears because I also no longer want to be here."221223

Analyst Lito Banayo said a source inside Malacañang told him Robredo and former senator Manny Pacquiao are being eyed as a 2028 tandem, linking the claim to Pacquiao's appointment as secretary and lead convenor of the National Anti-Poverty Commission, a Cabinet-level anti-poverty body.20 That is a single unnamed source making a claim about Palace intent; it is not an announced plan, and no Palace comment appears in the material.20

On the fuel tax suspension, separate the confirmed price effect from the contested scope. The confirmed details are the roughly P3-per-kilogram LPG reduction, the $99.41 Dubai crude trigger, and the three-month automatic reversion.4140 The contested item is the exclusion of diesel and gasoline, where the government's own P12-billion monthly estimate is the figure to cite. Do not present the suspension as a general fuel price cut; it is not.

On the OVP audit dispute, cite the components rather than the total. The P168-million figure breaks into P19.67 million in situational reports, P39.01 million in changed mission orders, and P84.12 million in open-ended mission orders, plus P25.27 million in welfare goods covering 33,980 beneficiaries.2 The OVP has not disputed the amounts, only their cause, and that distinction is the accurate way to describe the standoff.

On the 2028 poll, report the undecided share alongside the gap.
