Marcos Suspends LPG Excise Tax as Jeepney Fares Rise

Under-covered. The ₱20,000 monthly subsidy for modern PUV operators in Western Visayas appeared in a single regional outlet, the Daily Guardian, and did not surface in the national fare-hike coverage.53 The LTO's removal of 188 colorum vehicles in the same region since January likewise ran in one outlet, Panay News.69 Both are concrete operating-cost interventions that sit directly beside the fare decision, and both placed low in the day's attention relative to the national announcements.

Smaller pages showed the same pattern: an IMT News post drew 31 'sad' against 3 'angry' and 12 likes, with 18 shares.39 A Herald of Filipino post carried the same reaction mix.38 Government and state-media pages used the platform to distribute the mechanics — the peso amounts, the September 28 date, the posting requirement and the retained 20 percent discount — in English, Cebuano and Hiligaynon.30262837
• Reddit. Discussion was thinner and more procedural. A thread titled 'DOTr approves LTFRB fare hike recommendation for PUVs' collected 9 comments and 8 likes.40 The platform's heavier traffic sat in vehicle-ownership communities: a Chery Tiggo REV LE owner asked whether the air conditioning could be locked while running without the physical key, drawing one like and three comments.14 A Montero Sport owner asked about rust at 46,000 kilometers and a dealer repair quote.4 A separate thread questioned whether Toyota CVT Fluid FE in the 08886-02505 packaging is counterfeit after a service center cited a shortage.5 A buyer asked whether the Kia Sonet or the BYD Atto 2 would be better given a ₱2,000 monthly payment difference.8
• X. The platform carried the operators' side of the fare question. A BusinessMirror post on September 23 reported that provincial and city bus operators had asked Marcos to lift the suspension, warning that regulated fares no longer covered costs.33 A Cavitex and C5 Link traffic bulletin dated May 28 also circulated.12 The LTO's show cause order against a pickup driver carrying a child in the back was announced here by Brigada.22
• YouTube and video. ABS-CBN's TV Patrol and ABS-CBN News carried the same report on September 25 about longer passenger waits at the Parañaque Integrated Terminal Exchange (PITX), a major Manila bus terminal, after bus trips were cut because of high fuel prices; the reports are identical in substance and give no detail on which measures the LTFRB is studying.3 GMA's Unang Hirit segment walked through the possible charges in a viral road-rage case.62

Key voices and communities

Transport operators and drivers. Provincial and city bus operators pressed publicly for the suspended increase to be lifted, warning that regulated fares no longer covered their costs.33 Secretary Lopez's comments and the LTFRB's consultation record cast operators and drivers as the intended beneficiaries of the adjustment.1532 Their cost position is the stated reason for the increase, and their threatened strike is the pressure that preceded the excise suspension.1

Commuter and general-interest audiences. Ordinary users reacting to the news posts registered mostly sadness rather than anger. Sad reactions outnumbered angry reactions on the widely shared GMA News post, 5,611 to 464, and the same pattern appeared on smaller pages.2639 These counts reflect only people who interacted with a post, not public opinion as a whole, but the direction is consistent across outlets.

Car buyers and owners. This group is where the fuel price story turns into purchase decisions, and it treats running cost rather than sticker price as the deciding factor. Buyers ask owners of the models they are weighing whether the running costs are tolerable, and owners compare dealer quotes against independent shops, describing dealerships as overpriced and asking peers to vouch for the condition of parts and fluids.845

Motorists documenting road behavior. Drivers post dashcam and firsthand accounts of queue-cutting, lane disputes and safety risks. A driver who filmed a jeepney trying to cut into the Cavitex toll queue wrote that the driver was willing to put passengers at risk to save a few minutes.6 A university instructor described a cyclist traveling at about 30 kilometers per hour in the Academic Oval bike lane and ordering joggers aside, noting that cars are what is barred from the oval.7

Regulators. The Land Transportation Office (LTO), which registers vehicles and licenses drivers, issued show cause orders against the registered owner and rider of a motorcycle whose occupants allegedly threw an object at a child and the child's mother on a tricycle, and against the owner and driver of a pickup truck carrying a child in the back.202122 The agency has not said whether it will penalize the rider and passenger in the viral child-throwing case.20

The DOTr approved the LTFRB's recommendation to implement the fare increase suspended in March 2026, with new rates effective Monday, September 28.1524 Under the approved matrix, the traditional jeepney minimum rises from ₱13 to ₱14 for the first four kilometers, with each succeeding kilometer moving from ₱1.80 to ₱2.00; modern jeepneys rise from ₱15 to ₱17, with succeeding kilometers moving from ₱2.20 to ₱2.40.152 Acting LTFRB Chairman Greg Pua confirmed the approval.26 The LTFRB also released approved adjustments for public utility buses, airport taxis, transport network vehicle services (TNVS), point-to-point services, UV Express and taxis.2715 For provincial buses, the ordinary fare is ₱12 for the first five kilometers, with succeeding kilometers at ₱2.20 for ordinary, ₱2.45 for airconditioned, ₱2.60 for deluxe, ₱2.70 for super deluxe and ₱3.35 for luxury buses.28 For ordinary Metro and City buses, the rate is ₱15 for the first kilometer with ₱2.49 for succeeding kilometers; airconditioned Metro and City buses start at ₱18 with ₱2.98 thereafter; point-to-point buses get a 15 percent increase based on their routes.44

Lopez said the decision responded to rising fuel prices and their impact on the transportation sector. 'The current fares for PUVs are the same fares that were in place even before the fuel crisis. They are no longer sufficient for our drivers and operators to earn a decent income,' he said.15 He also said, 'The time has come for this fare increase so that we can also ensure there are enough PUVs on the road and that our commuters have vehicles to ride.'15 President Marcos directed the DOTr to balance the sustainability of PUV operations with commuters' needs while maintaining sufficient and reliable public transport.24 Lopez issued a memo on Friday to the LTFRB lifting the suspension on the fare increase approved in March, and instructed the board to ensure operators and drivers post the new fare matrices inside their vehicles before charging the adjusted fares.2930 PUVs must continue giving the mandatory 20 percent fare discount to students, senior citizens and persons with disabilities.15

Industry estimates based on the first four trading days of Mean of Platts Singapore and foreign exchange averages point to a ₱7 to ₱7.50 per liter rollback for diesel and a smaller ₱0.50 to ₱1 cut for gasoline on September 29.5086 The projected diesel rollback would wipe out most of this week's ₱8.82-per-liter spike, potentially pulling regular diesel prices in Metro Manila back to around ₱89.03 to ₱103.82 per liter. The gasoline cut would erase only a fraction of this week's ₱4.88-per-liter increase, leaving gasoline at roughly ₱78.86 to ₱111.18 per liter, depending on octane grade and station.50

Jetti Petroleum Inc. president Leo Bellas said Friday the sharp reversal in diesel was driven partly by oil prices declining this week on hopes for diplomatic progress in the Middle East war, as world leaders gathered for the United Nations General Assembly. The recovery of oil shipments from Saudi Arabia also helped ease prices. The slow progress in diplomatic efforts to end the US-Iran war, however, has continued to keep prices elevated, and the closure of the strategic Strait of Hormuz, a key shipping route, remains a factor.86

For diesel-dependent operators — jeepney and bus fleets, delivery riders, truckers — the forecast is the first relief after three consecutive rounds of increases, and it arrives two days after the fare increase takes effect. For gasoline users, the relief is marginal. The forecast is an estimate based on four trading days, not a posted price, and pump prices are set by oil companies weekly.

Modern PUV operators in Western Visayas get ₱20,000 per unit monthly for three months

Transport cooperatives and corporations operating modern public utility vehicles in Western Visayas, including Bacolod City, are set to receive ₱20,000 per unit each month for three months under a government subsidy program meant to ease loan payments and operating costs. The LTFRB in Western Visayas (LTFRB-6) said the program is expected to benefit more than 1,500 units as operators contend with rising fuel prices and other costs. Joscet Abellar, chief transportation development officer of LTFRB-6, said operators may use the subsidy only for loan amortization or approved operating expenses, such as fuel, maintenance, spare parts and terminal rentals. 'There is an increase in our fuel prices. Even if we extended the fuel discount, we can see that it cannot sustain [their operations]. We are fast-tracking the approval of their applications so that their operations will not be halted,' Abellar said.53

For modern PUV operators, who carry loan payments on vehicles purchased under the government's modernization program, the subsidy targets the fixed cost that a fare increase alone does not cover. For the LTFRB, it is a regional intervention running alongside the national fare adjustment, and its three-month window matches the excise suspension's default duration.

The LTO is using viral road incidents to drive enforcement

The LTO issued a show cause order against the registered owner and the rider of a motorcycle whose occupants allegedly threw an object at a child and the child's mother as they rode a tricycle.2021 A separate show cause order was issued against the owner and driver of a pickup truck carrying a child in the back.22 The LTO acted after video of the motorcycle incident spread on social media.20 The orders require the named parties to answer the allegations before the LTO.2122 The agency has not said whether it will penalize the rider and passenger in the viral child-throwing case.20

In Cebu, a viral road-rage confrontation along Escario Street prompted separate administrative and police investigations, with the LTO in Central Visayas (LTO-7) placing a driver's license under preventive suspension and the vehicle under alarm. The footage appeared to show one of the motorists repeatedly attempting to stab the other with a bladed object. LTO-7 ordered the respondents to appear before its operations division and submit a sworn explanation, along with relevant documents and evidence, within five days of receiving the show cause order, and ordered the surrender of the driver's license.75 In a GMA News segment, Attorney Gaby discussed the possible charges in the child-throwing case, including physical injuries and child abuse under Republic Act 7610, the Special Protection of Children against Abuse, Exploitation and Discrimination Act, with severity depending on the extent of the victim's injuries.6267

The LTO also pulled 188 'colorum' vehicles off Western Visayas roads since January as authorities intensified a region-wide crackdown on vehicles carrying paying passengers without the required government franchise. For drivers and operators, the show cause orders signal that viral footage now reliably triggers administrative action, and that the LTO will pursue registered owners as well as drivers. For the riding public, the enforcement push against colorum vehicles removes unregulated capacity from routes at a time when fuel costs are already cutting bus trips.

Car buyers weigh fuel savings against monthly payments as new brands add dealerships

Buyers and owners are comparing gasoline, hybrid and plug-in hybrid models mainly on fuel savings, citing repeated fuel price increases as the reason to reconsider a purchase already decided. A buyer whose sibling has been approved for bank financing and faces a ₱2,000 difference in monthly payments between a Kia Sonet and a BYD Atto 2 asked owners whether the Sonet is thirsty on gas and whether the Atto 2 saves fuel for a first-time owner.8 Another asked about the fuel use of the Haval H7 hybrid on northern long drives.8 A GWM Wey G9 plug-in hybrid for multi-purpose vehicles was covered by Paul Tan's Automotive News, which described the plug-in hybrid technology as making sense for multi-purpose vehicles; a companion piece in Malay carried the same assessment, and the gallery items drew no comments.161718 A separate test of the Haval H7 hybrid was posted on Twitter on March 20, 2026.10

Toyota Motor Corp. selected the Philippines as the training base for its body, paint and estimation instructors in Asia, with Toyota Motor Philippines leading theoretical and practical sessions for instructors from Indonesia, Laos, Thailand and Pakistan at its Santa Rosa, Laguna plant. TMP said its selection by Toyota Motor Asia as the regional training center was a vote of confidence in the capabilities of Filipino instructors.52 Toyota Motor Philippines also announced the top 10 Sporting Class and top 10 Junior Class players competing in the National Finals of the 2026 TOYOTA GAZOO Racing Philippines Esports GT Championship on September 27, with more than 400 sim racers participating in qualifiers.81

Globally, Chinese automakers are pushing charging speeds further. Geely Auto unveiled technology that can charge an electric vehicle battery from 10 percent to 70 percent in 4.5 minutes, and from 10 percent to 97 percent in 8 minutes and 40 seconds, placing it alongside BYD and CATL in China's ultrafast charging race. Some of the fastest-charging EVs available in the United States currently take roughly 20 minutes, according to analysts.7282 Vietnam's VinFast has expanded exports of completely built-up vehicles to more than 10 major markets including the Philippines, shipping more than 5,000 electric vehicles to Europe and Southeast Asia in late July.84

For buyers, the running-cost calculation now competes directly with the monthly payment, and the ₱2,000 difference in the Sonet-versus-Atto 2 case is the kind of gap that decides a purchase. For dealers, each new China-brand signing adds a retail channel competing on price and electrification at the moment fuel costs are pushing buyers toward hybrids. For the market as a whole, the charging-speed race in China sets the technology benchmark that Philippine buyers will eventually be offered, though the Wey G9 coverage is a Malaysian-market gallery and does not by itself indicate a Philippine launch.16

Dealer and parts trust questions test after-sales confidence

Owners are questioning service center pricing and parts authenticity, and they compare dealer quotes against independent shops. An owner of a 2022 Montero Sport with 46,000 kilometers asked whether rust at that age and mileage is normal and whether a dealership repair quote is fair, saying they want quality rather than the cheapest option.4 A separate discussion describes a Toyota service center telling a customer there was a shortage of CVT Fluid FE and that it would not sell the fluid over the counter, then advising a third-party auto supply shop; the owner asked whether the fluid sold in the 08886-02505 packaging is counterfeit.5

For owners, the after-sales relationship is where brand trust is tested, and public threads that question dealer pricing or parts authenticity reach buyers before they reach the service bay. For dealers, the reputational cost of a single disputed quote or a refused over-the-counter sale is amplified when it circulates in owner communities, and the Toyota case in particular raises a supply question the dealer has not publicly answered.

Road behavior and enforcement fill the everyday transport conversation

Drivers and riders are trading accounts of queue-cutting, speeding and unsafe road behavior. A Facebook post on September 25 described a jeepney cutting into a Cavitex toll queue, with the driver writing that the jeepney driver was willing to put passengers at risk to save a few minutes.6 Another post the same day criticized a cyclist speeding through the Academic Oval bike lane at the University of the Philippines at about 30 kilometers per hour and ordering joggers aside, noting that cars are what is barred from the oval.7 A separate April 22, 2026 Reddit post raised concerns about food delivery riders contacting customers outside the app, and a Twitter account posted a Cavitex and C5 Link traffic bulletin dated May 28, 2026.1112

In Metro Manila, the National Capital Region Police Office reported 368 cases of eight focus crimes from August 23 to September 23, 2026, down 46 percent from 683 cases in the same period last year, according to the Crime Information, Reporting and Analysis System. Theft fell from 321 cases to 171, motorcycle carnapping fell 63 percent from 70 to 26, physical injuries fell 56 percent, rape 40 percent, robbery 36 percent and homicide 47 percent, with no motor vehicle carnapping recorded against 11 cases last year.87 A Daily Tribune column disputed the characterization that Makati is safe, citing motorcycle-riding snatchers and robberies and a June 9 case in which two bus passengers on Gil Puyat Avenue were robbed of phones worth ₱56,000 and ₱50,000.60 Police recovered a getaway motorcycle used in the ambush of a condominium manager in Makati, tracing a Yamaha Gravis whose attached plate was originally registered to a Honda PCX.88

For commuters, the road-behavior posts and the crime figures describe the same daily environment in which the fare increase lands, and the enforcement actions that follow viral incidents set expectations about how quickly complaints are acted on. For regulators, the volume of dashcam and firsthand accounts gives them a public record to act on, as the LTO's show cause orders show.

Conversation trajectory

Diesel and gasoline price posting, September 29 (observation window: 1–3 days). Oil companies are expected to post the week's price adjustments on September 29, and the forecast ₱7 to ₱7.50 per liter diesel rollback would be the first decline after three consecutive increases.5086 If the rollback lands near the forecast, the fare increase and the excise suspension will be cushioning a cost that is already falling, and the government's framing of both measures as responses to rising fuel costs will face its first test in the following week's coverage.

LTFRB recommendation on pending taxi and UV Express petitions, October (observation window: 2–5 weeks). The LTFRB was given one month to submit its recommendation on the remaining fare petitions, with the recommendation expected by October.4236 Taxi petitions for regular, premium silver and premium gold services remain pending, and UV Express already has a provisional increase.15 A recommendation on taxis would extend the fare-adjustment story to the remaining modes and reopen the same operator-versus-commuter framing.

Excise suspension expiry, late December (observation window: 3 months). The LPG and kerosene excise suspension reverts automatically after three months, or a week after the one-month average Dubai crude price falls below $80 per barrel.1 The 30-day average to September 11 was $99.41, so the crude trigger is unlikely to be met soon unless prices fall sharply. The three-month clock sets a scheduled decision point in late December, when the government must either let the relief lapse or extend it.

Modern PUV subsidy disbursement in Western Visayas (observation window: 1–3 months). The ₱20,000 monthly subsidy for more than 1,500 modern PUV units runs for three months.53 Whether applications are approved fast enough to keep operators running, and whether the program is extended or replicated in other regions, will show whether the fare increase alone was sufficient.

China-brand dealer expansion (observation window: 1–3 months). The Gateway Group's Omoda Jaecoo signing and Jetour's three new dealerships are single announcements, not a wave.1355 Comparable announcements from other China brands would indicate a broader retail push timed to fuel-cost pressure and electrification incentives.

LTO action on the viral road-rage cases (observation window: 1–4 weeks). The LTO has not said whether it will penalize the rider and passenger in the child-throwing case, and the Cebu case has a five-day window for respondents to submit explanations.2075 The next LTO statement on either case will show whether viral incidents reliably produce penalties or end at the show cause order.

Trigger events to watch. The September 29 pump price posting; the LTFRB's October recommendation on taxi and UV Express petitions; the late-December expiry of the excise suspension; the next DOE weekly price announcement; and any transport-group response to the September 28 fare increase.

Response guidance

Frame the fare increase and the excise suspension as one household-cost story, not two. Communicators briefing clients on consumer sentiment should present the ₱1 jeepney base fare increase and the ₱3-per-kilogram LPG cut together, because they land on the same day and affect the same household budgets. The diesel rollback forecast, if it holds, belongs in the same note as the factor that may soften both.

Treat the 'sad' reaction counts as a reading of the fare increase itself, not of the government. The GMA News post's 5,611 'sad' against 464 'angry' reactions, and the same pattern on smaller pages, indicate audiences reacted to the added cost rather than to the report or the administration.2639 Client teams should not read the counts as a verdict on any institution, and should note that they reflect only people who interacted with a post.

Prepare for the September 28 implementation date as the next news peg. Operators and drivers must post the new fare matrices inside vehicles before charging, and the 20 percent discount for students, senior citizens and persons with disabilities stays in place.3015 Compliance failures or passenger complaints in the first days of implementation are the likeliest source of follow-up coverage.

Watch the taxi and UV Express petitions as the next scheduled trigger. The LTFRB's October recommendation will extend the fare story to modes that have not yet been adjusted, and the same operator-versus-commuter framing will apply.4236

For automotive clients, lead with running cost rather than sticker price. Buyers are comparing models on fuel savings and monthly payments, and the ₱2,000 difference in the Sonet-versus-Atto 2 case shows how narrow the margin is.8 Dealer and brand communications should address fuel economy and after-sales costs directly, since owner communities are publicly testing dealer pricing and parts authenticity.45

Handle the dealer-trust threads as a service issue, not a public-relations one. The Montero Sport rust quote and the Toyota CVT Fluid case are specific disputes that circulate in owner communities before they reach a wider audience.45 Client teams should route them to service operations for a factual response rather than issuing general statements.

Avoid tying brand messaging to the excise suspension's expiry. The suspension reverts on a crude-price trigger that is unlikely to be met soon, and the three-month clock sets a decision point in late December.1 Messaging that assumes the relief is permanent will need revision if the government lets it lapse.

Keep regional subsidy and enforcement stories on the radar. The ₱20,000 monthly subsidy for modern PUV operators in Western Visayas and the LTO's removal of 188 colorum vehicles in the same region are operating-cost and enforcement developments that national coverage did not carry.5369 Client teams with regional exposure should track them separately from the national fare story.
