House prosecutors prepare to drop the bribery article and call Anti-Money Laundering Council and bank witnesses on the alleged unexplained wealth of Vice President Sara Duterte, while GCash parent Mynt prices the Philippines' largest-ever initial public offering at ₱6.60 a share.
Vice President Sara Duterte's impeachment trial moves into its financial-evidence phase on Monday, October 5, with the Anti-Money Laundering Council (AMLC) set to testify on roughly ₱6.77 billion in transactions flagged as suspicious or covered, while House prosecutors confirmed they will formally drop the bribery charge against her.4627 The AMLC is the government body that receives and investigates reports of large or unusual money movements from banks and other covered institutions; its executive director, Ronel Buenaventura, is scheduled to take the witness stand first when the Senate, sitting as an impeachment court, holds full-day hearings from October 5 to 9.1538
The week's dominant development came Sunday when Manila Rep. Joel Chua confirmed that the prosecution panel would no longer pursue Article III, the bribery charge alleging that Duterte distributed cash envelopes to Department of Education officials through a subordinate during her tenure as education secretary.27 Lead counsel and Batangas Rep. Gerville Luistro is expected to deliver the formal manifestation dropping the charge orally before the court at the next session.1 Prosecutors framed the move as a way to shorten the trial and concentrate on evidence they believe is sufficient to convict on the remaining articles, chiefly Article II, which accuses Duterte of amassing unexplained wealth and failing to fully disclose her and her husband's assets, liabilities and net worth in their Statements of Assets, Liabilities and Net Worth (SALN), the annual financial disclosure required of all Philippine public officials.2746
The Palace questioned the withdrawal. Presidential Communications Office Undersecretary Claire Castro asked whether dropping the bribery allegation would shortchange Filipinos who want to know the whole truth, noting that the House itself had included the charge in the Articles of Impeachment, which she said meant the panel had sufficient evidence to discuss it before the court.2866 Prosecution spokesperson Atty. Benjamin "Jay" Tolosa Jr. said separately that former Sen. Antonio "Sonny" Trillanes IV's allegations involving China-linked funds and other financial transactions cannot simply be disregarded because he will no longer testify, describing them as serious enough to warrant scrutiny against official financial records.9 Trillanes had alleged that more than ₱319 million came from the Chinese government and China-based corporations, and that part of the money flowed from businessman Sammy Uy.22

Key voices and communities
The House prosecution panel. Reps. Joel Chua, Gerville Luistro, Terry Ridon, Ysabel Maria Zamora and spokesperson Ace Barbers are driving the case's public framing. Their message is that the case is being focused, not weakened, and that documents will prove what witnesses cannot.275558 Ridon's line that "sometimes the incontrovertible evidence comes from documents and not from alleged (polluted) eyewitnesses" is the panel's clearest statement of strategy.58

Trillanes' allegations survive his withdrawal from the witness list
Trillanes was withdrawn as a key witness, but his allegations have not left the case. Tolosa said the claims about China-linked funds and other transactions are serious enough to warrant scrutiny against official financial records expected to be presented beginning Monday.9 Barbers said the allegations cannot be set aside and that many of them have already been corroborated by official government records.22 Trillanes had alleged that more than ₱319 million came from the Chinese government and China-based corporations, and Barbers raised the possibility of foreign-funded destabilization following claims of nearly ₱500 million in cash inflows to entities linked to Carpio.2259 The read for the sector is that the allegations now function as a test of the documentary record: if the bank and AMLC records corroborate the inflows, the case gains a dimension beyond unexplained wealth; if they do not, the prosecution will have to explain why a withdrawn witness's claims were aired so prominently. Mynt confirmed a final offer price of ₱6.60 per share for up to 8.03 billion shares, a base deal of about ₱53 billion that could raise as much as ₱60.9 billion if the overallotment option of up to 1.2 billion secondary shares is fully exercised.563 At ₱53 billion the deal would rank as the country's second-largest IPO on record, behind Monde Nissin's 2021 listing; with the overallotment it would be the largest ever.5 The company plans to channel about ₱5.7 billion, or 60 percent of estimated net primary proceeds of ₱9.42 billion, into CreditTech, its digital lending segment, whose revenue jumped 38.8 percent to ₱17.98 billion in the first half of 2026 and accounted for 41.8 percent of adjusted revenue, up from 33 percent a year earlier.18 Loan disbursements rose 33.2 percent to ₱91.1 billion in the period, and the total loan portfolio reached ₱70.5 billion.18 The retail offer runs October 6 to 12, with listing on October 20; 27 cornerstone investors locked in 70 percent of the offer shares.63 The read for the sector is that the listing is a test of whether Philippine equity markets can absorb a technology-scale deal at a time when the benchmark index is near 5,600 and foreign investors are net sellers — and that the proceeds are earmarked for lending, which puts Mynt in more direct competition with banks.4161

Forecasts for September inflation cluster between 6.3 percent and 7.1 percent, all above the central bank's two-to-four-percent target and all higher than August's 6.1 percent.5764 The Philippine Statistics Authority releases the figure on Tuesday, October 6.57 Analysts attribute the acceleration to higher fuel prices — domestic fuel prices rose more than 15 percent during September — and to weather-related food supply disruptions, particularly rice.57 Chinabank's chief economist Domini Velasquez said headline inflation likely accelerated to 7 percent in September, driven primarily by higher fuel prices and a broad-based increase in food prices.37 The fourth quarter is expected to be faster still, with a possible peak in November as transport fare hikes approved last week feed into the data and El Niño adds pressure to food prices.37 PAGASA has said a strong El Niño is active and may become "very strong" before the year ends, with below-normal rain over Luzon in October and drier conditions nationwide by January.49 The read for the sector is that households will see the effect first in food and transport, and that the central bank's room to cut rates — which businesses have been waiting for — narrows further if the November peak materializes.
Banks' bad loans approach ₱600 billion as borrowers feel the squeeze
The Bangko Sentral ng Pilipinas reported that gross non-performing loans — debts unpaid for at least 90 days past their due date — rose 8.4 percent year-on-year to ₱596.3 billion in August from ₱550.1 billion a year earlier.7043 The industry's NPL ratio held steady at 3.35 percent because total lending grew faster than soured accounts, with the loan book at ₱17.783 trillion, up 13.2 percent from a year earlier.4373 Banks have set aside ₱555.6 billion in provisions for credit losses, giving the industry an NPL coverage ratio of 93.17 percent.20 Union Bank chief economist Ruben Carlo Asuncion warned that persistent inflation and the possibility of higher-for-longer interest rates could weigh on borrowers' repayment capacity.43 The read for the sector is that the ratio's stability is a function of loan growth, not of improving borrower health: the absolute stock of bad loans is rising, and if inflation stays above target into November, the ratio could come under pressure in the fourth quarter.
Lending competition intensifies as PeraSure launches and PNB signals expansion
PeraSure, a digital lending app operated by SEC-registered Sulit Lending Corp., launched with a daily interest rate as low as 0.10 percent, or a total daily rate of 0.1 percent to 0.25 percent including fees — equivalent to 3 percent to 7.5 percent a month, below the Securities and Exchange Commission's ceiling of 12 percent a month under Memorandum Circular No. 14, Series of 2025, effective April 1, 2026.34 The SEC is the country's corporate and securities regulator; the circular cut the cap on combined interest and fees for small loans from 15 percent to 12 percent a month.34 The launch lands in the same week that Mynt is raising money to expand its own lending business, and that Philippine National Bank said it expects to sustain double-digit earnings growth, with president and CEO Edwin Bautista noting that a high current account and savings account ratio should keep funding costs stable if rates rise.1962 PNB also said it is open to selling its 49.75-percent stake in listed real estate holding company PNB Holdings Corp. to a strategic partner.60 The read for the sector is that the consumer credit market is getting more crowded and more transparent at the same time, and that the SEC's rate cap is now the reference point lenders compete against.
Fruitas secures ₱750 million for expansion as consumer spending holds up
Fruitas Holdings Inc. signed a ₱750-million credit facility with Philippine National Bank on October 2 to open more stores, develop its brand portfolio and explore overseas opportunities.1771 Founder and president Lester Yu said revenues are up more than 20 percent and that weekly volume was up 47.7 percent versus the same week of 2025, adding that "if only there is no crisis, our business will really surge."65 Director Calvin Chua said domestic expansion remains the priority, with the company also considering bringing foreign brands into the Philippines and taking its own brands abroad, and exploring new formats for acquired brands including Sugarhouse.17 The read for the sector is that food and beverage operators with strong cash flow are still able to borrow for expansion even as inflation pressures consumers, but Yu's caveat about a crisis shows how much of that growth depends on household spending holding up.
The stock market waits on inflation and the Mynt listing
The Philippine Stock Exchange index closed at 5,629.03 on Friday, down 3.38 percent week-on-week, its fifth straight losing session.7241 Average value traded was ₱5.95 billion, and foreign investors, who accounted for 55 percent of trades, were net sellers at ₱4.56 billion.41 Philstocks Financial research manager Japhet Tantiangco said the overall trend could remain bearish, citing elevated oil prices, high local and global yields and a weak peso, all partly traced to uncertainties between the United States and Iran.61 Unicapital Securities head of research Wendy Estacio-Cruz said a sustained recovery will require easing inflation pressures and clearer signs of improving growth.72 The Mynt IPO is expected to absorb market liquidity during its offer period.61 The read for the sector is that the market's direction this week depends on whether the September inflation print lands at the low or high end of forecasts, and that the Mynt listing will compete for the same investor cash.
Digital payments expand into government relief and fraud enforcement tightens
The Department of Social Welfare and Development is expanding digital access to its Unified Package for Livelihoods, Industry, Food, and Transport (Uplift) assistance, giving eligible beneficiaries the option to receive succeeding payouts through GCash wallets.47 Uplift was established under Executive Order 110 to cushion the impact of global oil shocks and rising inflation, targeting 7.5 million households.47 Separately, Philippine authorities arrested more than 200 foreign workers, mostly Chinese, in the biggest crackdown this year on illegal offshore gaming operators, raiding two sites in Mindanao; the Immigration Bureau said 110 Chinese citizens, two Cambodians and a Hong Kong resident were arrested at one site and 131 foreign citizens at the second.54 Manila banned Philippine offshore gaming operators in 2024 on the grounds that crime groups used them as cover for human trafficking and money laundering.54 A Panay News column explained Republic Act No. 12010, the Anti-Financial Account Scamming Act, which requires banks and other financial institutions to adopt risk management systems that do not rely solely on one-time passwords for high-value transactions.30 The read for the sector is that the same digital rails carrying government relief are the ones fraudsters target, and that the enforcement push and the new law are two halves of the same response.

Response guidance
For financial institutions, prepare customer-facing explanations of the AMLC testimony. The ₱6.77-billion figure will circulate widely and will be read by many as a finding of wrongdoing rather than a set of flagged transactions. Banks and covered institutions should be ready to explain, in plain terms, what a covered transaction is, what a suspicious transaction report means, and why neither is a determination of guilt.46
For digital lenders, lead with the all-in rate. PeraSure's launch at 3 percent to 7.5 percent a month, below the SEC's 12-percent ceiling, sets a transparency benchmark that borrowers will now use to compare offers.34 Lenders should disclose the total repayment amount before confirmation, as the new entrant does, because the gap between advertised and charged rates is the criticism the SEC circular was designed to address.34
For consumer-facing companies, plan messaging around the inflation print. If September inflation lands at the high end of forecasts, food and transport costs will be the immediate public concern.57 Companies in food, retail and transport should be prepared to explain pricing decisions in terms of input costs rather than passing the question to the market.

With the bribery article dropped, the case now turns on whether the AMLC, bank, insurance and BIR records are complete and authenticated.3855 Both sides should prepare for the possibility that the most consequential exchanges will be about the admissibility and interpretation of documents rather than about witness credibility.
For market communicators, separate the IPO story from the inflation story. The Mynt listing and the inflation print will compete for the same news cycle, and investors will read them together: a high inflation print weakens the case for the listing's valuation, while a strong listing signals that equity appetite survives the macro gloom.6372 Companies with offerings or capital-raising plans should be ready to address both in the same breath.
