Fuel, Busway Funds Cut as Diesel Nears P11 Hike

Jetti Petroleum president Leo Bellas estimated that diesel prices could rise by P10 to P10.50 per liter and gasoline by P4.50 to P5 per liter on Tuesday, September 22, based on four days of movement in the Mean of Platts Singapore — the regional benchmark for refined petroleum products in Asia-Pacific markets — and the foreign exchange rate.4353 Bellas attributed the pressure to attacks on the Strait of Hormuz and the Red Sea, two critical oil transit routes.53 If the forecast holds, regular diesel could reach an estimated P84.39 to P114.21 per liter.43
Away from the budget hearing, the day's other transport stories were a mix of enforcement, safety and infrastructure. Montenegro Shipping Lines bars EVs after the MV June Aster fire
Montenegro Shipping Lines Inc. instructed its vessel masters not to allow electric or hybrid vehicles aboard, effective immediately, following initial findings on the MV June Aster.50 The ferry caught fire on the evening of September 9 while nearing the end of its passage from Manila to Coron; of the 132 people aboard — 115 passengers and 17 crew — 77 were killed, with 12 still listed as missing as of September 18.18 The company cited an initial investigation indicating the explosion and fire may have originated from an electric vehicle, and said the fire started in the cargo hold while witnesses reported hearing an explosion first, then smoke, then fire.50
The Manila Times editorial noted that the MV June Aster appeared to be in good working condition, had its required paperwork in order, was sailing in mild weather and was not overloaded with passengers or vehicles — the opposite of the conditions that have caused most Philippine ferry accidents.18 The same editorial observed that the only real irregularity so far has been unexplained, and that the disaster was the worst ferry accident in more than a decade and the second serious one this year, following the sinking of the MV Trisha Kerstin 3 off Basilan in January, which killed 18.18
The ban is a private operator acting before regulators have concluded their investigation. Two road-safety incidents drew local enforcement responses. In Indang, Cavite, a 57-year-old motorcycle rider died and a 22-year-old rider was seriously injured in a head-on collision on the national highway in Barangay Calumpang Cerca at 6:10 p.m. on September 17; police said the older rider overtook another vehicle, occupied the opposite lane and struck the oncoming motorcycle.45 The police report did not indicate whether either rider was wearing a helmet, as required under Republic Act No. 10054, the Motorcycle Helmet Act of 2009.45 In Mandaue City, three riders in their early twenties were cited for reckless driving after being caught racing along Ouano Avenue at around 11 p.m. on September 17, in a joint operation by the Philippine National Police, the Traffic Enforcement and Management unit, and the City Mayor's Office-Safety Maintenance Area Response Team.48

On road safety enforcement, coordinate national and local messaging. The LTO case, the Cavite collision and the Mandaue racing citations all involved local police and national agencies working together.454852 Public communication is more credible when it names the specific unit and action rather than issuing a general reminder.
On the commuting policy, report compliance honestly. The DOTr secretary confirmed he still commutes weekly but said he cannot verify his subordinates do.38 Agencies that publicize the practice should be able to show it is observed, since the policy's value depends on officials experiencing the system as riders do.
