Sara Duterte Trial Narrows to P817M Wealth Case

The Senate impeachment court dropped three of four charges against Vice President Sara Duterte, leaving an unexplained-wealth case built on P817.87 million in allegedly undeclared assets. The same day, Mynt's GCash initial public offering closed oversubscribed ahead of an October 20 listing.

The Report October 14, 2026

The Senate impeachment court on Tuesday granted the prosecution's request to withdraw three of the four impeachment articles against Vice President Sara Duterte, leaving a single charge that she failed to properly declare assets in her Statement of Assets, Liabilities and Net Worth (SALN) — the annual disclosure form Philippine public officials must file listing what they own, what they owe, and their net worth.112 The senator-judges convened for 36 minutes, heard arguments from both sides, and then presiding officer Francis Escudero announced the court's acceptance of the move to pursue only Article II, dropping Article I on P612.5 million in unaccounted confidential funds, Article III on bribery, and Article IV on alleged grave threats against President Ferdinand Marcos Jr., First Lady Liza Marcos and former speaker Martin Romualdez.112 The prosecution said the evidence of P817.87 million in alleged unexplained wealth was sufficient to secure a conviction.54

The number at the center of the surviving charge came from financial forensic analyst Alexander Cabrera, who testified for 10 hours on Day 38 of the trial, October 12, according to Escudero, who called him a "Silver medalist lang" compared with the Anti-Money Laundering Council (AMLC) chief's 12 hours on the stand.4 The AMLC is the government body that tracks suspicious money movements and requires banks to report transactions above set thresholds. Cabrera told the court Duterte failed to declare P817,874,867 in her SALN, a figure he described as conservative, and said the total could reach P1.5 billion if he added P475 million in confidential funds, P100 million in questioned AMLC transactions, and P250 million involving Gencorp Industries Inc.5 A SunStar report said the estimate covered 2022 to 2025 and could decrease after deducting the couple's tax obligations.6 Cabrera also cited what he called unusual banking behavior in 2025, including a meal in Tokyo worth P200,007.29 and Nike store purchases in Davao City and Kuala Lumpur.5

Separately, the AMLC reported on October 5 — the trial's longest hearing to date — P4.4 billion in covered and suspicious transactions linked to Duterte and her husband, lawyer Manases Carpio.333536 A BPI division head for central Manila branches, Marwin Galvez, testified on Day 35 that a joint account held by Sara Duterte and her father, former president Rodrigo Duterte, was used to buy a P16-million manager's check for businessman Sammy Uy, whom former senator Antonio Trillanes IV has accused of being a drug lord.32 Cabrera later told the court his report on the couple's assets did not use AMLC data.34

Key themes

  1. Three of four impeachment charges withdrawn, leaving one wealth case — The Senate impeachment court approved the prosecution's request to drop Articles I, III and IV, leaving Article II on unexplained wealth, SALN violations and prohibited business interests as the sole charge.11254 The prosecution said the P817.87 million figure was enough to convict.54
  2. A forensic analyst puts undeclared assets at P817.87 million, potentially P1.5 billion — Cabrera's report covered 2022 to 2025 and excluded P475 million in confidential funds; he said the total could reach P1.5 billion without his conservative approach.56
  3. The AMLC's P4.4 billion figure is the number most widely carried — The October 5 hearing produced P4.4 billion in covered and suspicious transactions tied to Duterte and Carpio, recapped by GMA Network, BusinessMirror and an MSN roundup headlined "Longest trial day as AMLC bares records."333536
  4. The defense warns of a mistrial and calls a prosecution suggestion ridiculous — Lead counsel Sheila Sison said abandoning charges after evidence had been presented could violate due process, and called ridiculous a suggestion by Batangas Rep. Gerville Luistro that Duterte could respond to withdrawn evidence on other platforms.576
  5. Mynt's GCash IPO closed oversubscribed at P6.60 a share — Brokers reported demand exceeding their allocations during the October 6–12 offer period, with the listing set for October 20 and gross proceeds targeted at up to P60.93 billion.15161819
  6. A new DICT secretary with bank board seats takes over a procurement review — Robert M. de Claro, formerly president and chief executive of the Social Security System, took his oath on October 13 and said his first task is a full review of the Department of Information and Communications Technology's projects, budgets and procurement, with a plan due within three months.111283
  7. Foreign direct investment fell 44.1 percent in July and 23.9 percent over seven months — Net inflows reached $689 million in July, down from $1.23 billion a year earlier, and totaled $4.07 billion in January–July, down from $5.35 billion.576569109
  8. The central bank trimmed its balance-of-payments deficit forecasts but still expects shortfalls through 2027 — The Bangko Sentral ng Pilipinas now projects a $9.2 billion deficit this year, 1.8 percent of gross domestic product, down from a previous $10.7 billion estimate, and $8.5 billion next year.5870107

How the narratives stack

Dominant: The impeachment trial's narrowing to a single charge dominated the day's news, and it did so across the widest range of outlets in the material reviewed here. The Manila Times led its October 14 podcast with the court's decision to drop three charges.54 The Philippine Star reported the 36-minute session and Escudero's ruling in detail.112 Panay News carried the defense's mistrial warning.76 The Inquirer published a retrospective on what the prosecution presented under the three withdrawn articles.78 A Manila Times opinion column argued the impeachment had backfired politically by turning Duterte into the country's most visible opposition figure.52 A Philippine Star column contrasted the Ombudsman's dismissal of a Bohol board member over P6,000 in misused gasoline vouchers with the difficulty of making the Vice President accountable.110 A Pilipino Star Ngayon column focused on P319.33 million in remittances from mainland China to Cale88 Foods Corp., a company in which Carpio holds a large share, and questioned Duterte's stance toward China.111 The breadth of that coverage — news, opinion, and a podcast — is the clearest signal of the story's weight in this set.

Counter-narrative: The defense's position is that the prosecution's withdrawal of three articles after presenting evidence on them is procedurally improper and could amount to a mistrial. Sison said the decision to drop Articles I, III and IV was the prosecution's own call and should not affect the defense's strategy, and she called Luistro's suggestion that Duterte use other platforms "ridiculous," asking: "Platform for the respondent? Does the prosecution really want the respondent na punta lang ang respondent sa Facebook?"5 The defense's framing matters because it shifts the argument from whether the wealth figures are accurate to whether the process was fair — a question the senator-judges will have to address before they vote.

Emerging: Two stories sit at the edge of the day's attention. The first is the national-security angle: the Armed Forces of the Philippines said it had taken steps to counter alleged foreign malign influence operations following reports of Chinese funds flowing into a Philippine company linked to Duterte and her husband. "If they (Chinese) could co-opt a political leader, have him elected by building him up politically through foreign malign influence, they would have achieved their objective without firing a single shot," said Rear Adm. Roy Vincent Trinidad, the military's spokesperson for the West Philippine Sea.39 The second is the leadership change at the Department of Information and Communications Technology, where de Claro's appointment carries direct relevance for banks and fintechs because he sat on the boards of Union Bank and was chairman of UnionDigital Bank, and because FinTech Alliance PH — an industry group whose more than 170 corporate members account for over 95 percent of the country's retail digital financial transaction volume — has already endorsed him.12

Under-covered: The e-wallet cash-in scam reported by TV5's "Frontline Weekend" drew 114,776 views and 467 comments on YouTube, but no follow-up coverage appeared in the material reviewed here.13 The segment described a man soliciting cash-in transactions at e-wallet shops who allegedly took as much as P80,000 from victims' e-wallets. The mechanism — an agent or cash-in point inside the distribution channel — is the same one banks and e-wallet operators rely on to reach customers who do not use apps directly, which makes the absence of wider coverage notable even though the story placed low in this set.

Platform insights

  • YouTube: The platform carried the trial's heaviest video coverage, including GMA News clips of Cabrera's testimony and Escudero's remarks on the 10-hour session.24 A video amplifying a claim that Gencorp has no account at BDO Unibank drew 65,971 views and 1,172 likes, repeating the assertion "WALANG ACCOUNT GENCORP SA BDO!"9 The TV5 cash-in scam segment drew 114,776 views and 467 comments.13 A Tagalog tutorial explaining how to subscribe to the Mynt IPO through GStocks PH, published October 11, walked viewers through the October 6–12 offer period and the P660 minimum.20 A separate Mynt video announcing real-time IPO allocation starting at 100 shares for GStocks PH users drew 26 views.10
  • Facebook: A post claiming AMLC records showed P1.2 billion in inward remittances to Cale88 and P1.5 billion in undeclared wealth for Duterte and Carpio drew 498 likes and 51 shares.38 A news page post calling the Mynt offering "record-breaking" and reporting oversubscribed brokerage allocations carried the P60.93 billion target figure.15 A long investor analysis of the IPO's P6.60 final price drew discussion of the valuation gap.17 The Cybercrime Investigation and Coordinating Center, the government body that coordinates responses to online crime, used a Facebook post to advise the public to report scams to it or its Hotline 1326, with Executive Director Usec. Aboy Paraiso speaking at the kickoff of the Philippine leg of the "Scam Ready ASEAN" program.31
  • Reddit: A post dismissing a reported boycott of BPI by supporters of former president Rodrigo Duterte drew 332 upvotes and 54 comments, noting the account being closed held only a five-digit balance: "Nag-boycott sa BPI yung DDS eh 5-digit lang naman pera nya doon. Kawalan ka?"8 In personal-finance threads, a user described sending P300 twice via InstaPay through BDO Pay while the BDO system was down, then receiving two debit notifications totaling P600 that evening even though the recipient recorded no incoming funds, and asked whether the money would return automatically or whether a dispute was needed.23 Another user wrote that Uno Digital Bank had been under maintenance for close to three days and said, "I'm getting nervous of this maintenance this is the longest I've waited for a bank maintenance since it's digital only."24 Cardholders discussed credit-limit requests and rejections, including a user who said a credit score above 800 did not prevent rejections for new travel cards from BPI and EastWest.272829
  • X: A Bilyonaryo News Channel post carried the Mynt IPO story to the platform, part of the business-media push that put the oversubscription in front of a general audience.21

Key voices and communities

Senator-judges and the impeachment court. Presiding officer Francis Escudero and the senator-judges control the trial's schedule and the scope of what the court will weigh. Escudero's decision to accept the prosecution's withdrawal of three articles, while stressing that Articles I and IV are deemed submitted, sets the terms for the defense's next move.112 Senator Migz Zubiri's questioning of Cabrera on the P4.4 billion in AMLC-flagged transactions put the largest figure in the case on the record from the bench rather than from a prosecutor.3

The House prosecution panel. Batangas Rep. Gerville Luistro and House prosecution member Ace Barbers are driving the case's public framing. Barbers said after the 38th day that Cabrera's testimony showed signs of money laundering and that the AMLC and the Bureau of Internal Revenue, the government's tax collection agency, should investigate.7 Luistro told a news forum on October 10 that laws may be sufficient but their implementation is lacking.37 The panel's decision to rest on one article concentrates its case on a single number.54

The defense team. Lead counsel Sheila Sison is arguing both procedure and substance, warning of a mistrial and rejecting the suggestion that Duterte respond outside the courtroom.576 Her framing matters because it positions the defense to contest the process rather than the arithmetic.

Investors and stock-market commentators. This group is debating whether Mynt's P6.60 final price is genuinely cheap or simply lower than the P10 maximum offer price in earlier documents. One Facebook analysis argued that comparing the two prices assumes P10 was the correct value, and calculated that at roughly 66.9 billion shares outstanding, P6.60 valued Mynt at around P441.5 billion, or roughly 20 to 26 times earnings.17 The same post noted that "oversubscription doesn't tell you what the shares will be worth six months or three years from now."17

Retail banking customers and personal-finance creators. Reddit users are surfacing service failures — failed InstaPay transfers, extended app maintenance — while YouTube tutorial channels translate the IPO into an accessible retail action and warn viewers not to share passwords, one-time PINs, or card security codes.202324 Banks and digital finance companies are responding through their own channels: CIMB Bank PH announced scheduled maintenance of its app, including GSave on GCash and LazSave on Lazada, from 10:00 PM on October 14 to 12:00 AM on October 15, and Tonik Digital Bank promoted its Credit Builder Loan with the note that deposits are insured by the Philippine Deposit Insurance Corporation up to P1 million per depositor.2526

Narrative streams

The impeachment case narrows to a single wealth charge

The Senate impeachment court's decision to let prosecutors withdraw three of four articles leaves Article II — unexplained wealth, SALN violations and prohibited business interests — as the only charge the senator-judges will vote on.11254 The prosecution had requested 62 trial dates in its pretrial brief but completed its presentation on Day 38, and the withdrawn articles covered grave threats, confidential funds and bribery.78 Escudero stressed that Articles I and IV, the first two tackled at the trial, are deemed submitted even though they are no longer being pursued.112 The practical effect is that the defense's remaining task is to rebut a single financial narrative rather than a set of separate allegations, and the prosecution's case now rests almost entirely on Cabrera's P817.87 million figure and the AMLC's P4.4 billion transaction total.533 For banks and payment firms, the consequence is that the trial's remaining live thread runs through bank records: the AMLC figures, the BPI manager's check testimony, and the Gencorp transactions are the evidence that will be argued over, and any institution named in that record should expect client and media questions about how high-value and flagged transactions are monitored.332

The P4.4 billion AMLC figure and the bank records behind it

The AMLC's October 5 report of P4.4 billion in covered and suspicious transactions linked to Duterte and Carpio was the trial's longest hearing and produced the most widely carried number.333536 "Covered" transactions are those above thresholds banks must report as a matter of routine; "suspicious" transactions are those a bank flags regardless of amount. The distinction matters because the P4.4 billion is not a finding of wrongdoing — it is a record of transactions that passed through the reporting system. BPI's exposure is name-level: Galvez testified that a joint account under the Dutertes' names was used to buy a P16-million manager's check for Uy, making BPI the institution whose branch records and staff signatures are being examined rather than a party accused of wrongdoing.32 Whether BPI or the AMLC issues any public statement on the testimony is not established in the material. The read for the sector is that banks named in testimony should prepare a short holding line distinguishing their role as a records source in a legal proceeding from any allegation against the institution, and should time any comment to the court calendar rather than to the next social wave.532

Mynt's GCash IPO closes oversubscribed ahead of October 20 listing

Mynt Inc., the parent company of the GCash e-wallet, closed its offer period on October 12 with several stock brokers reporting that demand exceeded the shares allotted to them.1516 The company is set to list on the Philippine Stock Exchange on October 20, targeting up to P60.93 billion in gross proceeds.15 The final offer price was P6.60 per share, below the P10 maximum stated in earlier IPO documents.17 At roughly 66.9 billion shares outstanding after the IPO, that price values Mynt at around P441.5 billion.17 Mynt earned around P17.25 billion in net income in 2025 and P10.82 billion in the first six months of 2026, up 7.3 percent, on revenue that rose 10.4 percent to P43.27 billion.17 GCash had more than 40 million monthly active users by early 2026, and its payments business processed around P17 trillion in gross transaction value in 2025.17 The company had also disclosed the impact of changes involving licensed online gaming on parts of its Payment Solutions business after in-app gaming access was suspended in 2025.17 GCash vice president Michelle Fernandez said at a September 30 media meet-and-greet in Davao that before the pandemic only 29 percent of Filipinos had bank accounts, 2 percent had access to fair credit, less than 1 percent invested, and 23 percent had insurance access, which has since risen to 51 percent.67 The read for the sector is that the October 20 debut will set the reference price against which GCash's growth and its gaming-related revenue impact are judged, and that the P6.60 final price — not the P10 ceiling — is the correct baseline for any post-listing comparison.1517

A new DICT secretary with bank board seats takes over a procurement review

Robert M. de Claro took his oath as Secretary of the Department of Information and Communications Technology before President Marcos on Tuesday, October 13, replacing Henry R. Aguda, who resigned days earlier after the Office of the Ombudsman included him in its investigation of the "ghost internet" scheme.1112 The DICT runs the government's Free Wi-Fi program, and the Ombudsman is the constitutional body that investigates and prosecutes misconduct by public officials. De Claro was president and chief executive of the Social Security System, the state pension fund for private-sector workers, and sat on the boards of Union Bank and was chairman of UnionDigital Bank.1283 FinTech Alliance PH, an industry group whose more than 170 corporate members account for over 95 percent of the country's retail digital financial transaction volume, has endorsed him.12 His stated first task is a full review of DICT projects, budgets and procurement, with a plan due within three months, and his own priority list includes cybersecurity and fraud prevention.12 The read for the sector is that banks and fintechs should expect a defined consultation window in the fourth quarter of 2026, and that FinTech Alliance PH has already framed cybersecurity and fraud prevention as the industry's asks — positions worth preparing before the three-month window closes.12

Foreign investment and the external accounts weaken together

Net foreign direct investment inflows to the Philippines fell 44.1 percent in July to $689 million from $1.23 billion a year earlier, and the January–July tally dropped 23.9 percent to $4.07 billion from $5.35 billion.576569109 Foreign direct investment is money foreign companies put into Philippine operations with a lasting interest — generally a stake of at least 10 percent — and is viewed as more durable than portfolio investment, which can be withdrawn quickly. Net investments in debt instruments, mainly intercompany borrowing and lending between foreign investors and their Philippine affiliates, fell 30.6 percent to $2.43 billion; reinvested earnings dropped 14.1 percent to $968 million; and net equity investments excluding reinvested earnings declined 6.9 percent to $675 million.65105 Union Bank chief economist Ruben Carlo Asuncion attributed the decline to "a combination of external and domestic factors," citing elevated US interest rates, dollar strength, and recurring geopolitical and trade-related uncertainties that reduce risk appetite toward emerging markets.69 The Bangko Sentral ng Pilipinas separately trimmed its balance-of-payments deficit forecast for this year to $9.2 billion, or 1.8 percent of gross domestic product, from $10.7 billion, and to $8.5 billion for 2027 from $11.0 billion, while still expecting deficits through 2027.5870107 The balance of payments records all transactions between the Philippines and the rest of the world; a deficit means more dollars are flowing out than coming in, which can pressure the peso. The central bank said merchandise exports are expected to grow 6 percent to $67.2 billion this year, double its previous 3 percent forecast, helped by the global artificial intelligence boom, but cautioned the momentum could ease.58 The International Monetary Fund cut its 2026 growth forecast for the Philippines to 3.4 percent from 3.9 percent, below the Marcos administration's 3.5 percent to 4.5 percent target range, and said the central bank faces a difficult trade-off between elevated inflation and weaker growth.5568 The read for the sector is that lenders and their clients should plan around a slower-growth, higher-rate environment: the Monetary Board raised the key rate by a quarter point in August to 5.0 percent, and the Philippine Stock Exchange Index fell 0.73 percent, or 41.64 points, to close at 5,701.54 on Tuesday as investors anticipated another increase at the October 22 meeting.6877106

Fraud prevention moves to the center of the financial sector's agenda

Google announced a $5 million funding program to equip Southeast Asian communities with skills to identify, prevent and respond to online scams, including artificial intelligence-driven threats.56 The initiative, called SCAM Ready ASEAN, is headed by the ASEAN Foundation and locally implemented by the Bank Marketing Association of the Philippines, with an initial 105 master trainers from local banks and the financial industry set to roll out workshops later this year after 10 hours of training each.56 The Bangko Sentral ng Pilipinas expressed full support at the kickoff of the Philippine leg at its head office on October 12, and the program aims to reach 3 million people across Southeast Asia.56 The push comes as online fraud draws steady attention: the TV5 cash-in scam segment drew 114,776 views and 467 comments, and the Cybercrime Investigation and Coordinating Center advised the public to report scams to it or its Hotline 1326.1331 Identity verification company IDfy argued in an editorial contribution that outdated onboarding procedures, extensive documentation requirements and fragmented verification systems continue to prevent legitimate businesses from accessing financial services, and that institutions must balance stricter fraud prevention with faster merchant registration.45 IDfy Philippines country head Raghuraman Chandrashekhar made the case as electronic transactions accounted for 64.7 percent of retail payment volume in 2025, according to the central bank.45 The read for the sector is that fraud prevention is shifting from a compliance cost to a competitive question: banks that can verify merchants quickly without loosening controls will reach the micro, small and medium enterprises that still face financing constraints, while those that cannot will cede that ground to fintechs.45

Bank service failures and the customer experience underneath the IPO story

While the Mynt IPO dominated financial news, retail customers were reporting the failures that sit underneath it. A Reddit user described sending P300 twice via InstaPay through BDO Pay while the BDO system was down, then receiving two debit notifications totaling P600 that evening even though the recipient recorded no incoming funds, and asked whether the reversals would be automatic and how long they take.23 Another user wrote that Uno Digital Bank had been under maintenance for close to three days and said they were nervous about savings held with the app-only bank.24 CIMB Bank Philippines announced scheduled maintenance of its app, along with GSave, LazSave, Lazada PayLater and DragonFi Save services, from 10:00 PM on October 14 to 12:00 AM on October 15.25 Cardholders discussed credit-limit requests and rejections, including a user who said a credit score above 800 did not prevent rejections for new travel cards from BPI and EastWest, and another earning P20,000 a month who asked whether a UnionBank card was worth it for travel points.272829 A YouTube tutorial explained how BDO Unibank cardholders can request a credit limit increase, subject to the bank's evaluation.30 The read for the sector is that digital-only banks carry a specific reputational risk when maintenance runs long: customers with no branch to visit have no alternative channel, and the anxiety expressed in these threads is the same sentiment that can turn into deposit withdrawals if an outage extends past a customer's tolerance.24

The trial's political and national-security dimensions

The impeachment's political framing is being contested in opinion pages and in the military's public statements. A Manila Times column argued the proceedings had backfired by transforming Duterte from an embattled vice president into the country's most visible opposition figure, and that the more the administration tried to claim her guilt, the more the public placed the government on trial.52 A Philippine Star column contrasted the Ombudsman's dismissal of a Bohol board member over P6,000 in misused gasoline vouchers — with cancellation of civil service eligibility, a perpetual bar from public office and forfeiture of retirement benefits — against the difficulty of making the Vice President accountable, and noted that Bureau of Internal Revenue records showed Duterte collected P2,361,252 in gross compensation income and P82,327.45 in legal services from Davao City Hall in 2023, after she had already become Vice President.110 A Pilipino Star Ngayon column focused on P319.33 million in remittances from mainland China to Cale88 Foods Corp., a company in which Carpio holds a large share, and questioned Duterte's stance toward China.111 The Armed Forces of the Philippines said it had taken steps to counter alleged foreign malign influence operations following reports of Chinese funds flowing into a Philippine company linked to Duterte and her husband, with Rear Adm. Trinidad warning that co-opting a political leader through foreign malign influence would achieve an objective "without firing a single shot."39 The read for the sector is that the trial's financial evidence is now entangled with national-security questions, which raises the stakes for any bank whose records appear in the case: the same transactions that are being examined for money-laundering compliance are also being examined for their connection to a foreign state.3239

Conversation trajectory

The October 20 Mynt listing (observation window: one week). The Philippine Stock Exchange debut will produce the first market-set price for GCash's parent, and the gap between that price and the P6.60 offer price will shape how media frames the company's value. Watch whether coverage treats the P10 maximum offer price as the reference point, which would misstate the discount, and whether the gaming-related revenue impact resurfaces in post-listing analysis.1517

The DICT review plan (observation window: three months). De Claro has committed to a full review of DICT projects, budgets and procurement with a plan due within three months, and FinTech Alliance PH has named cybersecurity and fraud prevention as its priority for him.12 A defined consultation window in the fourth quarter of 2026 is the clearest forward signal in the material; watch for the terms of that consultation and whether bank and fintech representatives are invited into it.12

The impeachment trial's remaining schedule (observation window: the November sitting days). The court has released its November schedule, and the defense is now cross-examining Cabrera as the prosecution's final witness.578 The remaining sessions will likely turn on defense rebuttal rather than new bank records, so watch whether the defense contests the P817.87 million figure directly or continues to argue process.5

The AMLC and BIR investigation question (observation window: uncertain). House prosecutor Ace Barbers publicly called for both agencies to investigate, but it remains unclear whether either will open a formal inquiry.7 A formal AMLC or BIR action would move the story from a legislative proceeding into a regulatory one, which would change what banks can say publicly about the transactions.7

The e-wallet cash-in scam (observation window: no announced follow-up). The TV5 report aired October 11 with no announced follow-up, but the mechanism — an agent or cash-in point inside the distribution channel — sits inside the operations of every e-wallet operator.13 Watch whether other outlets pick up the story or whether regulators comment on agent-level fraud controls.

Trigger events. The October 22 Monetary Board meeting, where another rate increase is expected, will set the rate environment against which the FDI and balance-of-payments figures are read.77106 The October 20 Mynt listing will produce the first market test of the IPO's pricing. The next impeachment trial sitting will show whether the defense's mistrial argument gains traction with the senator-judges.576

Response guidance

Banks named in trial testimony: prepare a holding line now. BPI's branch records and staff signatures are being examined in a legal proceeding, not the bank's conduct, and the distinction should be stated plainly and briefly if the institution is asked to comment.32 Time any statement to the court calendar rather than to the next social-media wave, and route questions about specific transactions to the legal team rather than to customer-facing staff.5

Payments and e-wallet operators: treat agent-level fraud as a channel risk. The cash-in scam reported by TV5 used an agent or cash-in point, the same mechanism operators rely on to reach customers who do not use apps directly.13 Brief social and customer-service teams on how to recognize and escalate reports of agent-level fraud, and consider whether agent training or monitoring needs tightening before the story gains wider coverage.

Banks and fintechs: prepare positions on cybersecurity and fraud prevention before the DICT review window closes. FinTech Alliance PH has already framed those as the industry's asks, and de Claro's stated priorities include both.12 A short internal position paper on what the sector wants from the review — and what it does not — would let institutions respond quickly when the consultation opens.

Digital-only banks: communicate maintenance windows before customers ask. Uno Digital Bank's three-day maintenance drew public anxiety about savings held with an app-only institution, and CIMB announced its own window in advance.2425 Advance notice with a clear end time, plus a stated channel for urgent concerns, reduces the chance that an outage becomes a deposit-confidence story.

All financial institutions: align scam-awareness messaging with the SCAM Ready ASEAN program. The program's Philippine leg is being implemented by the Bank Marketing Association of the Philippines with 105 master trainers from local banks, and the central bank has expressed full support.56 Institutions participating in the training can coordinate their public messaging with the program's materials rather than running separate campaigns, and can point customers to the Cybercrime Investigation and Coordinating Center's Hotline 1326 for reports.31

Communications teams covering the impeachment trial: separate the financial evidence from the political argument. The P4.4 billion AMLC figure and the P817.87 million undeclared-assets estimate are records of transactions and disclosures, not findings of wrongdoing, and the distinction should be preserved in any client-facing summary.533 Where clients hold accounts that could be affected by name-level mentions, prepare factual responses that describe reporting obligations without commenting on the case's merits.
