Mynt IPO Oversubscribed; Duterte Wealth Hits P1.5B

Mynt Inc.'s initial public offering closed with broker allocations oversubscribed up to four times, while a forensic analyst told the Senate impeachment court that Vice President Sara Duterte's alleged undeclared wealth could reach P1.5 billion.

The Report October 13, 2026

Mynt Inc.'s initial public offering closed on October 12 with demand from domestic brokers running as much as four times the shares they had been allotted, while in a Pasay City courtroom a forensic accountant raised his estimate of Vice President Sara Duterte's alleged undeclared wealth to as much as ₱1.5 billion. The two stories dominated a day of Philippine financial news that also included a central bank warning on scams, a regulator's crackdown on an unlicensed online lender, and a fresh forecast that loan growth will slow through 2027.

The share sale by Mynt, the company that operates the GCash e-wallet, was the day's clearest business story. The offer period ran from October 6 to October 12, with shares priced at ₱6.60 each and a minimum purchase of 100 shares, or ₱660, for retail buyers 1213. Domestic trading participants and retail investors were allotted a combined 2.41 billion shares, 30 percent of the roughly 8.03 billion shares in the base offer 1159. AB Capital Securities Inc., which accepted subscriptions through the GCash app, said its allocation was 165.11 percent oversubscribed as of Friday 5973. Regina Capital and Development Corp. managing director Luis Limlingan said his firm's allocation was four times oversubscribed 1173. COL Financial Inc. head of research April Lynn Tan attributed the interest partly to about 22 cornerstone investors — large institutional buyers who commit to the deal before it opens — and to the offer price. "And the price is also good, not expensive," she said 11. COL reported that Mynt had 41.5 million monthly active users and that 7.5 million GCash users were active borrowers 11. The base offer was expected to raise ₱53 billion, with proceeds potentially reaching ₱60.9 billion if an option for 1.2 billion additional shares was fully used 11. The shares are scheduled to list on the Philippine Stock Exchange on October 20 59.

In the Senate impeachment court, lawyer-accountant Alexander Cabrera, testifying for the House prosecution on the 38th day of the trial, said the alleged undeclared wealth of Duterte and her husband, lawyer Manases Carpio, could reach ₱1.5 billion from 2022 to 2025, nearly double his earlier conservative estimate of ₱817.87 million 566271. The higher figure would include ₱475 million in confidential funds, a ₱100 million discrepancy with Anti-Money Laundering Council records, and a less conservative valuation of a stake in GenCorp Industries Inc. 2362. Cabrera also said the accounts of Cale88 Foods Corp., a food company partly owned by Carpio, showed large sums entering and leaving within a day or two, a pattern he called a "symptom of money laundering" while stressing he was not saying money laundering had occurred 2225. He said Cale88's recorded revenues were understated by an average of 51 percent a year in the local bank review 25.

Key themes

  1. Mynt's IPO drew more demand than brokers could fill. AB Capital's allocation was 165.11 percent oversubscribed and Regina Capital's was four times oversubscribed, with the offer period closing on October 12 and listing set for October 20 5973.
  2. The prosecution's wealth estimate nearly doubled under questioning. Cabrera told the court the maximum estimate of undeclared wealth from 2022 to 2025 was ₱1.5 billion, up from ₱817.87 million, after Senate President Francis Escudero asked him to drop his conservative assumptions 5662.
  3. The defense attacked the completeness of the financial analysis. Lawyer Kristine Ferrer pressed Cabrera on bank records his team had not examined and on his reliance on documents supplied by the prosecution, and he acknowledged both 7274.
  4. A ₱41 million withdrawal drew scrutiny over its timing. Senator-Judge Francis Pangilinan noted that Carpio withdrew the money on August 6, 2024, six days after drug-related charges were filed against him and weeks after Duterte resigned as education secretary 45.
  5. The central bank and banks warned about scams on the same day. The Bangko Sentral ng Pilipinas and the Bank of the Philippine Islands both posted warnings about fraudulent messages and one-time passwords 2021.
  6. The Philippines was named a regional hotspot for scam operations. The ASEAN Foundation's executive director said Filipinos lost an estimated ₱121.8 billion to scams over the past year, with digital wallets the main channel for moving money to fraudsters 98.
  7. A regulator shut down a Facebook page posing as a licensed lender. The Securities and Exchange Commission issued a cease-and-desist order against the operators of "Cash-Express Payday Loan" 63.
  8. A Fitch unit forecast slower loan growth and more bad loans. BMI raised its 2026 credit growth forecast to 10 percent but said growth would ease to 9 percent by end-2027 as tighter financial conditions and weak activity dampen borrowing 4960.

How the narratives stack

Dominant. The Mynt share sale and the impeachment testimony each carried the day on their own scale. Mynt's offering was the biggest corporate finance event in the captured set, drawing coverage from BusinessMirror, the Manila Times, the Manila Standard, Philstar and the Inquirer, plus a Tagalog YouTube tutorial and a Facebook promotion aimed at retail buyers 1112135973103. The impeachment testimony generated the largest single item in the set by advertising-equivalent value: a Manila Times front-page story on the ₱1.5 billion estimate carried an estimated ₱920,941.80 in advertising-equivalent value, the cost of buying the same space as paid advertising 56. The two stories are not competing for the same audience — one is a capital-markets event, the other a legal proceeding — but both set the day's agenda for financial coverage.

Counter-narrative. Vice President Duterte publicly rejected the prosecution's case, telling reporters at the 91st anniversary celebration of the Office of the Vice President that the evidence against her was fabricated. "Bumabagsak na yung kaso nila. Kaya binibilisan, kasi wala na, wala na sila masabi," she said, which translates to: their case is failing, which is why they are rushing it 70. She also challenged President Ferdinand Marcos Jr.'s characterization of the reported China-linked remittances as a potential national security threat, arguing that commercial dealings with Chinese companies should not automatically be treated as threats 86100. The defense's cross-examination of Cabrera supplied the technical version of the same argument: that his report rested on incomplete bank records and on documents handed to him by the prosecution 7274.

Emerging. Consumer credit and digital finance drew a cluster of smaller stories that point in the same direction. Cebuana Lhuillier moved its Money Guro financial-literacy program into lending with the launch of Money Guro Loans, a micro-loan platform for small-business owners, covered by the Manila Times and the Daily Tribune 58. The company also promoted ProtectMax, a microinsurance product offering four months of coverage for ₱50 to Filipinos aged 7 to 70 with no medical examination required 48. Home Credit Philippines promoted iPhone 18 Pro financing starting at ₱137 a day with 0% interest and 0% down payment for up to 24 months, in a blog post aimed at Cebuano readers 76. On social platforms, a Reddit user asked whether to use BillEase or a credit card for a tablet purchase, and another asked about a Salmon motorcycle loan after reading negative comments about the lender's service 23. A separate Philstar article described a Salmon advertisement featuring a comedian 4. These are separate consumer questions and retail offers, not evidence about any single lender's performance, but together they show installment financing spreading across electronics, motorcycles and household purchases.

Under-covered. Two stories with direct relevance to banking readers drew little attention in the captured set. The Securities and Exchange Commission's cease-and-desist order against a Facebook page posing as Cash-Express Philippines Financing Inc. appeared in a single Inquirer item, even though it concerns the same online-lending space where consumers are actively comparing options 63. And the ASEAN Foundation's warning that the Philippines has become a regional hotspot for scam operations, with ₱121.8 billion lost over the past year, ran in one Philstar business story on the same day the central bank and BPI issued their own scam warnings 982021.

Platform insights

Facebook. The platform carried a mix of retail finance promotion and official warnings. A Cebuana Lhuillier reel promoted the Money Guro initiative 7. A retail offer post from an Iloilo gadget store listed Salmon Finance alongside Home Credit and bank-card options for an iPad, and drew 23 shares and one comment 1. BPI used its page to warn customers not to share one-time passwords with callers claiming to represent the bank 21. A Facebook post by journalist Philip Lustre carried detailed testimony from the impeachment hearing, including the 51 percent revenue understatement figure 25.

Reddit. The platform hosted practical consumer questions rather than news. A user in r/Tech_Philippines asked whether to use BillEase or a credit card for a tablet for work-related exam review, citing a limited budget and concern about monthly payments; the post drew five comments 2. A user in r/PHMotorcycles asked about a Salmon motorcycle loan after reading negative comments about the lender's service, specifically asking whether interest would be high if payments were late; that post drew six comments 3. In r/DigitalbanksPh, users raised difficulty checking GSave savings and complained about GCash's monthly outgoing limit 1618.

X (formerly Twitter). The platform carried official and market information. The Bangko Sentral ng Pilipinas warned against clicking suspicious messages 20. A post highlighted the minimum investment and fixed rate for Retail Treasury Bonds, government securities sold to individual investors 17.

YouTube. The platform carried instructional and explanatory content. A Tagalog guide described how to subscribe for Mynt shares through GStocks PH and urged viewers to review the offer terms and official disclosures before placing an order 13. A separate tutorial described a GrabPay transfer to PalawanPay using InstaPay with a ₱10 fee 19. ABS-CBN News, ANC and GMA News posted clips of the impeachment hearing, including exchanges about bank documents and the analyst's receipt of confidential records 293031. A video by lawyer Ruphil Fernandez Bañoc's Straight to the Point channel explained the difference between total transactions, account balances and net worth, while stating that its discussion was opinion and not a final court ruling 32.

Key voices and communities

Brokerage analysts and market reporters. Luis Limlingan of Regina Capital and April Lynn Tan of COL Financial supplied the named assessments of Mynt's offering, and their comments were picked up across BusinessMirror, the Manila Standard, Philstar and the Inquirer 115973103. Their framing — strong demand, an attractive price, cornerstone participation — shaped how the offering was reported.

Retail investors and personal-finance creators. A Tagalog YouTube tutorial and a Facebook promotion translated the Mynt offering into steps ordinary buyers could follow, including the ₱660 minimum 1213. Reddit users in r/DigitalbanksPh discussed savings returns and problems accessing digital banking services on the same day 1516.

House prosecutors and the defense. Rep. Chel Diokno told the court that the numbers in Duterte's Statement of Assets, Liabilities and Net Worth — the required annual disclosure of an official's assets, liabilities and net worth — showed she was not as simple as she appeared 80. Defense lawyer Kristine Ferrer questioned Cabrera's methods and his handling of confidential documents 2472.

Senator-judges. Senate President Francis Escudero asked the question that produced the ₱1.5 billion figure 56. Senator-Judge Francis Pangilinan raised the timing of the ₱41 million withdrawal 45. Senator-Judge Risa Hontiveros asked about including spouses' assets in public officials' SALNs 26. Senator-Judge Erwin Tulfo asked prosecutors to cross-check National Bureau of Investigation findings on properties linked to Duterte and her family 68.

Consumer-finance and microinsurance providers. Cebuana Lhuillier, Home Credit, Palawan Group and Salmon all appeared in the day's coverage with products aimed at lower-income and first-time borrowers 5487576.

Narrative streams

Mynt's oversubscribed offering sets up an October 20 listing

Mynt Inc. offered 9.23 billion shares, including a base offer of about 8.03 billion and a 1.2 billion-share option for additional shares 11. The base offer was expected to raise ₱53 billion, with proceeds potentially reaching ₱60.9 billion if the additional-share option was fully used 11. The offer period ran from October 6 to October 12, and the shares will list on the Philippine Stock Exchange's main board on October 20 59. AB Capital Securities Inc., which handled subscriptions through the GCash app, said its assigned share quota was 165.11 percent oversubscribed as of Friday 5973. Regina Capital's allocation was four times oversubscribed 11. COL Financial reported strong retail interest, which April Lynn Tan linked partly to about 22 cornerstone investors 11. COL said Mynt had 41.5 million monthly active users and 7.5 million GCash users who were active borrowers 11.

The read for the sector: Mynt's listing will give the Philippine Stock Exchange its largest offering and give GCash a public-market valuation that its competitors in digital payments and digital banking will be measured against. The 7.5 million active borrowers figure matters because it shows GCash is already a significant lender, not just a payments app, which puts it in direct competition with banks and consumer-finance companies for the same borrowers. Whether the demand reported by brokers translates into a strong first-day trading performance is a separate question that the October 20 listing will answer.

The impeachment court hears a ₱1.5 billion estimate and a defense challenge

Cabrera, chairman emeritus of Isla Lipana & Co. (PwC Philippines), gave the higher estimate during questioning by Senate President Francis Escudero, who asked him to calculate the maximum amount based on financial records covering 2022 to 2025 71. "About ₱1.5 billion in unexplained wealth," Cabrera said, adding that the amount could be less than ₱1.6 billion 71. His original estimate of ₱817.87 million, presented on October 9, covered allegedly undeclared assets and income attributed to Duterte and her husband 71. The higher figure would result from applying less conservative assumptions, including ₱475 million in confidential funds, a ₱100 million discrepancy with Anti-Money Laundering Council records, and a higher estimated stake in GenCorp Industries Inc. 2362.

Cabrera also discussed Cale88 Foods Corp., a food company partly owned by Carpio. He said its accounts showed large sums entering and leaving within a day or two, calling the pattern a "symptom of money laundering" while stressing that he was not saying money laundering had occurred 2225. He testified that Cale88's recorded revenues were understated by an average of 51 percent a year in the local bank review 25. The Bureau of Internal Revenue, the government agency that administers taxes, was auditing whether the company underreported sales 25.

On cross-examination, defense lawyer Kristine Ferrer pressed Cabrera on the limits of his report. He acknowledged that his team had not examined all the couple's bank documents, citing limited time. "As much as we could with the very limited time, but we did as much as we could with the bank accounts," he said 72. He also admitted that he did not obtain any documents directly from Duterte or Carpio or interview them 72. On the GenCorp stake, he acknowledged that his attribution of a 20 percent interest to Duterte was based partly on documents supplied by the prosecution and was not supported by contracts, a deed of assignment or a subscription agreement. He maintained that "the absence of a document is also evidence" 74.

Senator-Judge Francis Pangilinan questioned the timing of ₱41 million in cash withdrawals made by Carpio on August 6, 2024, six days after drug-related charges were filed against him and weeks after Duterte resigned as education secretary on July 19, 2024. According to Cabrera's report, Carpio withdrew the ₱41 million within approximately one hour and 13 minutes. "I became curious about what happened on August 6, or where they were at the time," Pangilinan said 45.

The prosecution said it did not expect to call Duterte as a witness and planned instead to conclude its financial presentation with Cabrera 27. Prosecutors also said any survey for the 2028 presidential race including Duterte may be premature since she could be permanently barred from public office if convicted 53.

The read for the sector: the testimony put bank names — BPI, BDO and PNB — into a criminal proceeding through manager's checks and account records, without any allegation of wrongdoing by the banks themselves 3738. For banks, the practical exposure is reputational and procedural: how they handle confidential customer records, and how they respond if regulators or courts ask about them. The dispute over whether the Anti-Money Laundering Council's documents were properly received also matters because the Anti-Money Laundering Act restricts council personnel from disclosing information obtained through their work, the Bank Secrecy Law protects bank deposits, and the National Internal Revenue Code restricts tax officials from disclosing taxpayer information 24.

Consumer credit expands into micro-loans, microinsurance and gadget financing

Cebuana Lhuillier's Money Guro program moved beyond financial education into lending with the launch of Money Guro Loans, a micro-loan platform aimed at small-business owners, covered by the Manila Times and the Daily Tribune 58. The available accounts give no loan terms, eligibility rules or borrower outcomes 8. The company also promoted ProtectMax, a microinsurance product offering four months of coverage for ₱50 to Filipinos aged 7 to 70 with no medical examination required 48. Jean Henri Lhuillier, the company's president and CEO, said: "Being ready means looking beyond what we can anticipate and preparing for what we cannot. Financial protection is an important part of that preparedness, and our goal at Cebuana Lhuillier is to make insurance simpler, more affordable, and more accessible so Filipinos can put that protection in place before they need it" 48. The Inquirer article cited a Bangko Sentral ng Pilipinas 2025 Consumer Finance and Inclusion Survey finding that only 30 percent of Filipino adults said their current finances or savings would last, while 48 percent said it would be very difficult to come up with emergency funds 48.

Home Credit Philippines promoted iPhone 18 Pro financing starting at ₱137 a day with 0% interest and 0% down payment for up to 24 months, subject to terms and customer eligibility, in a blog post aimed at Cebuano readers 76. The Palawan Group ran a sponsored feature describing seven ways it protects customers, framed around its "Customer Love" core value and its "Pusong Palawan" service commitment 7589.

The read for the sector: the entry of a pawnshop-and-remittance network into micro-lending, alongside gadget financing and microinsurance, means lower-income Filipinos now have more credit options than the banks and licensed consumer-finance companies that traditionally served them. The competitive question is whether these products are priced and disclosed in ways borrowers can compare. The launch accounts for Money Guro Loans provide neither loan terms nor borrower outcomes, so the offer cannot yet be assessed as accessible or affordable credit 8.

Scam warnings and a regulator's crackdown land on the same day

The Bangko Sentral ng Pilipinas warned against clicking suspicious messages, and the Bank of the Philippine Islands warned customers not to share a one-time password with callers claiming to represent the bank; both posts appeared on October 12 2021. A one-time password is a temporary code used to confirm account activity. The same day, the ASEAN Foundation's executive director, Piti Srisangnam, said the Philippines has become one of the hotspots for scam operations in the Association of Southeast Asian Nations, with activities spreading beyond the Cambodia-Thailand and Cambodia-Vietnam borders following military operations. Citing a Global Anti-Scam Alliance report, he said Filipinos lost an estimated ₱121.8 billion to scams over the past year, with digital wallets emerging as the primary channel used to transfer money to fraudsters 98. The Bangko Sentral ng Pilipinas also expressed support for the "Scam Ready ASEAN Program," a capacity-building initiative led by the ASEAN Foundation that aims to equip 3 million people across Southeast Asia with skills to recognize and respond to online scams, and to develop 2,000 master trainers 93.

Separately, the Securities and Exchange Commission ordered the operators of a Facebook page posing as Cash-Express Philippines Financing Inc. to stop unauthorized financing and lending activities. The cease-and-desist order covers the persons behind "Cash-Express Payday Loan," along with their representatives and agents. The registered financing company reported the page to the SEC's Financing and Lending Companies Department on September 2 63.

The read for the sector: the ₱121.8 billion loss figure and the central bank's own warning on the same day show that scam prevention is now a core operational issue for banks and e-wallets, not a public-relations add-on. Digital wallets being the primary channel for moving money to fraudsters puts the burden on wallet operators to detect and block suspicious transfers, and the SEC's action against an impersonator shows that brand abuse is a live risk for licensed lenders.

Loan growth is forecast to slow as inflation stays high

BMI, a unit of Fitch Group, raised its forecast for 2026 Philippine credit growth to 10 percent from 8.5 percent previously, after outstanding loans expanded by 11.9 percent in August. "Even so, we expect loan growth to slow towards yearend as tighter financial conditions and weak economic activity dampen demand, before easing further to 9.0 percent by end-2027," it said 49. Excluding short-term placements with the central bank, loans by big banks grew 11 percent from a year earlier to ₱15.1 trillion in August, data from the Bangko Sentral ng Pilipinas showed 60. BMI also forecast an increase in bad loans as borrowers contend with high inflation and elevated unemployment 60.

The central bank has raised key interest rates three times this year, and BMI expects another 25-basis-point hike in October to anchor inflation expectations 49. Deutsche Bank economists said the inflation flare-up in September prompted them to expect another quarter-point rate hike at the central bank's October 22 meeting 58. Consumer price gains hit a three-year high of 7.2 percent in September, following weather-related food supply problems and higher global oil prices 58. F. Yap Securities urged investors to remain selective ahead of third-quarter earnings and the October 22 policy meeting 69. The benchmark Philippine Stock Exchange Index ended Friday at 5,700.99, up 1.61 percent for the session, and closed Monday at 5,743.18, up 0.74 percent, as bargain hunting continued 69101.

The read for the sector: slower loan growth and rising bad loans mean banks will compete harder for creditworthy borrowers at the same time that consumer-finance companies and e-wallets are expanding into lending. The 7.2 percent September inflation rate matters to lenders because it erodes borrowers' ability to repay fixed monthly installments, which is the mechanism by which the forecast increase in bad loans would materialize.

Conversation trajectory

Mynt's October 20 listing. The shares list on the Philippine Stock Exchange on October 20, which will show whether the demand reported by brokers translates into first-day trading performance 59. Watch the final allocation figures and the opening price against the ₱6.60 offer price. Over the following two weeks, watch whether GCash publishes any update on how it will use the proceeds.

The impeachment trial's next phase. The prosecution said it planned to conclude its financial presentation with Cabrera and did not expect to call Duterte as a witness 27. The defense will then present its evidence. Watch for the defense's own financial witnesses and for any ruling on whether the Anti-Money Laundering Council documents were properly received 24. The National Bureau of Investigation's findings on properties linked to Duterte and her family, which prosecutors said they would review, are a specific item to track 68.

The central bank's October 22 policy meeting. Deutsche Bank and F. Yap Securities both expect a 25-basis-point increase 5869. The decision will set the borrowing cost that feeds into the loan-growth forecasts for 2027 4960.

Money Guro Loans' terms. No rollout schedule, repayment details or borrower outcomes have been published 8. Watch for a Cebuana Lhuillier follow-up on repayment costs and borrower outcomes, which would show how the lending offer works in practice.

Scam-prevention programs. The Scam Ready ASEAN Program aims to train 2,000 master trainers and reach 3 million people across Southeast Asia 93. Watch for Philippine-specific enrollment figures and for any follow-up from the central bank on digital-wallet fraud controls.

Trigger events. The October 20 Mynt listing, the October 22 central bank meeting, the resumption of the impeachment trial with the defense's evidence, and any publication of Money Guro Loans terms are the checkable dates in the near term.

Response guidance

On the Mynt listing, separate the offering from the product. Banks and financial institutions commenting on the IPO should distinguish reported investor demand for the shares from any evidence of changes to GCash's services or customer sentiment. The reports establish strong demand and describe Mynt's growth plans; whether these will affect GCash's services is unclear 11.

On the impeachment testimony, label every bank-related statement. Statements about BPI, BDO and PNB should be identified as testimony, allegation or established fact, and kept separate from findings about individuals. The manager's-check questioning and the August 6 withdrawals prompt this distinction 37. A reported transaction or inflow is not, by itself, proof of money laundering or an account holder's balance 24.

On scam warnings, coordinate the message across channels. The central bank and BPI both issued warnings on October 12, and the ASEAN Foundation named the Philippines a regional hotspot on the same day 202198. Institutions should repeat the one-time-password rule — never share a code with anyone who calls claiming to represent the bank — in the same channels where customers transact, including e-wallet apps and social media pages.

On consumer-credit products, publish the terms borrowers need to compare. The Money Guro Loans launch accounts provide no loan terms, eligibility rules or borrower outcomes 8. Lenders and microinsurers promoting installment or micro-loan products should state interest rates, fees and repayment schedules in plain language, because borrowers are already comparing options on Reddit and Facebook 23.

On the loan-growth forecast, prepare for tighter credit conditions. BMI expects credit growth to slow to 9 percent by end-2027 and bad loans to rise 4960. Banks should expect more borrower inquiries about restructuring and should review how they communicate changes in lending criteria before the October 22 policy meeting 58.

On the SEC's crackdown, monitor impersonation of your own brand. The cease-and-desist order against a Facebook page posing as Cash-Express Philippines Financing Inc. shows that licensed lenders are being impersonated online 63. Institutions should check for unauthorized pages using their names and report them through the same channels Cash-Express used.
