Duterte trial bares P191.6M in undeclared bank balances

Day 35 of Vice President Sara Duterte's impeachment trial put more than P191.6 million in combined bank balances before the Senate, alongside P96 million in managers checks and P319.33 million in remittances to a family-linked firm. The same day, September inflation of 7.2 percent pushed analysts toward another central bank rate hike, and GCash parent Mynt drew heavy local demand for its record initial public offering.

The Conversation

Bank officials told the Senate impeachment court on Wednesday that Vice President Sara Duterte and her husband, lawyer Manases Carpio, held combined year-end balances of about ₱191.6 million across more than 30 accounts at eight banks between 2022 and 2025, and that none of it was itemized in the couple's statements of assets, liabilities and net worth (SALN) — the annual disclosure form Philippine law requires of public officials so the public can see what they own and owe.34 The same hearing produced a second, older trail: a Bank of the Philippine Islands (BPI) time deposit opened in 2010 in the names of the Vice President and her father, former President Rodrigo Duterte, worth ₱40.65 million at opening and ₱96 million by the time it was converted into managers checks — bank-issued checks that are as good as cash — in 2011.4865

The day's coverage was dominated by the trial, but the financial story did not stop at the Senate doors. September inflation came in at 7.2 percent, the fastest in more than three years, and economists at Nomura, BPI, Chinabank Research and Fitch Solutions BMI lined up behind another central bank rate increase this month.1874 Mynt Inc., the parent of e-wallet giant GCash, opened its initial public offering (IPO) to retail buyers through the GCash app itself, and its underwriter said local demand had run so far ahead of expectations that it would ask for a bigger slice for Filipino investors.1652 BDO Unibank, the country's largest bank, said it was rebuilding its payments plumbing with a platform from London-based Finastra.15

Across the items captured here, the trial material carried the heaviest coverage weight — the Manila Times' main news story alone accounted for an estimated ₱1.69 million in advertising-equivalent value, the notional cost of buying the same space as paid advertising, and several other trial items ran into the hundreds of thousands of pesos.351759 That is a property of this captured set, which leaned toward national online news, not a measure of how many people read any of it. The social and consumer-finance items — the GCash IPO push, a JuanHand referral program, a Maya savings guide — carried smaller individual values but speak to a different audience: retail users deciding where to put their money.

  1. Prosecutors put ₱191.6 million in bank balances before the Senate. How the narratives stack

Dominant. The impeachment trial's financial evidence held the top of the news agenda in this set. Day 35 brought witnesses from LandBank, Asia United Bank, Philippine Savings Bank, Metrobank, Security Bank, BPI, Philippine National Bank and Banco de Oro, covering at least 30 accounts.9 The prosecution's summary put combined year-end balances at ₱191.6 million across four year-end periods, against SALN entries that showed ₱0.00 in the cash-in-bank and cash-on-hand fields for 2022 and 2023.35 The single heaviest item in the captured set was the Manila Times' report on the balances, at an estimated ₱1.69 million in advertising-equivalent value.35 Senate President Sherwin Gatchalian said the ₱96 million in joint deposits should have appeared in the Vice President's SALN and that he could not find the amount in her 2010 filing.4143

Counter-narrative. The defense's position is that the numbers are not yet proven to belong to the respondent. Sison told the court the defense "will not take that manifestation that the figures that he had shown belong to or are owned by the respondent," and asked that they be characterized as alleged; prosecutor James Alih agreed.71 Defense counsel Michael Poa said the Vice President had no memory of the joint BPI account and had asked for verification because she was unaware of the transactions.17 Presiding Officer Francis Escudero confirmed during cross-examination that the Vice President's signature does not appear on the transaction documents for the ₱41-million managers check purchase.65 Senator-judge Robin Padilla asked why the former President's name kept coming up, and BPI's witness said the documents submitted showed no wrongdoing by him.54

Emerging. Two stories sit below the trial but point forward. First, the inflation print: at 7.2 percent in September, price growth was more than twice the midpoint of the Bangko Sentral ng Pilipinas' (BSP) 2-to-4 percent target range, and BPI expects the policy rate to reach 5.50 percent by year-end, with a possible 6.00 percent in the first half of 2027 depending on how severe the El Niño dry spell turns out to be.3074 Second, the Mynt IPO: the offer runs Oct. 6 to 12 at ₱6.60 a share, with a base offering of 8.03 billion shares and an overallotment option of up to 1.20 billion more, and listing on Oct. 20.468 Mynt president and CEO Martha Sazon ranked 35th on Fortune's 100 Most Powerful Women in Asia for 2026, the highest of four Filipinas on the list.12

Under-covered. The banking-system stories that ran alongside the trial drew far less attention in this set. The Philippine Deposit Insurance Corp. (PDIC), the state agency that insures deposits up to ₱500,000 per depositor per bank, said at a Manila summit that its protection systems must keep pace with instant payments, because depositors can now move funds in seconds and misinformation can spread just as fast.58 The BSP reported that banks' nonperforming loans — debts unpaid 90 days past due — held steady at 3.35 percent of the industry's ₱17.8-trillion loan book in August, with ₱596 billion of loans classified as sour, 8.4 percent more than a year earlier.64 BDO's Finastra upgrade and a new self-service currency exchange machine at Ninoy Aquino International Airport Terminal 3 also ran quietly.1555

Platform insights

  • Facebook. The trial's most shareable moments were procedural rather than financial: Interior Secretary Jonvic Remulla's remark that Isabela Vice Mayor Jeryll Harold Respicio's "craziness is natural" now that a drug test came back negative, and his offer to send the refund via GCash, circulated as a light item against the day's heavy bank testimony.47 The Vice President's own page remained the reference point for her statements, and the House of Representatives' Facebook carried the post-trial interview in which Bicol Saro Rep. Terry Ridon said the defense was pushing liability toward the former President.37
  • X. The fastest-moving thread was the managers check mechanism itself — users asking how a bank instrument can move ₱96 million out of year-end balances, a question senators raised in the hearing as well.80 The ₱319.33-million Cale88 remittance figure and the "no economic justification" finding from the AMLC were the most quoted lines.2167
  • Reddit. Discussion split between the legal mechanics of SALN disclosure — what a public official must declare and when a joint account counts — and the practical question of whether the GCash IPO is worth subscribing to at ₱6.60 a share.5268 The ₱660 minimum for 100 shares made the IPO a recurring comparison point against the trial's millions.52
  • YouTube. The Senate's livestream and clipped testimony carried the hearing to viewers who did not follow the text coverage, with the BPI witness's confirmation of the 2010 account opening drawing the most replay.48 Business channels paired the inflation print with the PSEi's 1.05-percent rebound to 5,736.69, framing the two as the day's market story.3676

Key voices and communities

Senator-judges. Senate President Gatchalian pressed the SALN question directly, saying a ₱96-million joint time deposit should have been reflected and that he could not find it in the 2010 filing.41 Senator-judge Bam Aquino asked why the ₱319.33-million Cale88 transaction had no economic justification, drawing from Security Bank's explanation of how banks define a suspicious transaction.21 Senator-judge Risa Hontiveros asked whether records move to the AMLC immediately when a depositor is the subject of negative reports.25

Bank compliance officers. Metrobank anti-money laundering division head Niña Feren Aguilar, Security Bank branch banking group head Leslie Cham and BPI division head Marwin Galvez became the day's explainers, describing in plain terms how banks decide a transaction is suspicious and how managers checks work.255665 Their testimony put the mechanics of the financial system itself on the record.

The prosecution and defense panels. Public prosecutor Lordan Suan presented the insurance and bank witnesses, while private prosecutor James Bryan Alih walked the court through the balance figures.234 Defense counsel Sheila Sison and Michael Poa contested ownership of the numbers and distanced the Vice President from the joint account.1771

Retail investors. The GCash IPO community — GStocks PH users ordering through the GCash app, with a 100-share minimum at ₱660 — became a distinct audience, trading notes on allocation and the Oct. 20 listing date.5268

Journalist and media-freedom groups. The National Union of Journalists of the Philippines objected to defense lawyer Mark Vinluan's warning that journalists could face criminal liability under the Anti-Money Laundering Act (AMLA), saying attempts to silence or intimidate reporters cannot curtail coverage of suspicious transactions involving public officials; Vinluan apologized the next day.49

The ₱191.6-million balance sheet prosecutors put on the record

The prosecution's summary covered more than 30 accounts at eight banks and four year-end periods: ₱59.02 million in 2022, ₱71.38 million in 2023, ₱22.24 million in 2024 and ₱39.09 million in 2025.34 The Manila Times reported that the couple declared ₱0.00 in the cash-in-bank and cash-on-hand fields of their joint SALN for 2022 and 2023, when the accounts showed ₱59.02 million and ₱71.38 million respectively.35 A SALN is the annual form that requires public officials to list assets, liabilities and net worth, including bank deposits; failing to itemize them is the core of the unexplained-wealth allegation in Article II of the impeachment complaint.59 The read for the sector is that the case has turned bank record-keeping into public evidence: every deposit, time deposit and check purchase a lender documents can now be reconstructed years later and compared line by line against a customer's own disclosures, which raises the stakes for how banks retain and produce records.

The ₱96-million account and the managers checks

BPI's Marwin Galvez testified that a peso time deposit under the names "Rodrigo Duterte or Rodrigo Roa Duterte and Sara Z. Duterte" was opened on Jan. 22, 2010, with ₱40.65 million, renewed 12 times and grown to ₱41.72 million before the money was used to buy managers checks in March 2011.48 A second ₱55-million deposit brought the combined value to ₱96 million.41 A managers check is purchased from a bank, which then assumes the obligation to pay the stated amount — making it as good as cash and, prosecutors argue, a way to move funds so they do not sit in an account at year-end.60 The prosecution presented checks totaling ₱41 million and ₱55 million that remained unused, and a ₱16.85-million check dated May 30, 2016, payable to Samuel "Sammy" Uy, whom former Senator Antonio Trillanes IV has tagged as a drug personality.1733 Escudero confirmed the Vice President's signature does not appear on the transaction documents.65 The testimony revived an allegation Trillanes first made during the 2016 presidential campaign.48 For banks, the stream is a reminder that the managers check — a routine product — is now being examined as a concealment tool, and lenders that issue them in volume may face questions about what monitoring they apply.

₱319.33 million from China and the Cale88 accounts

Security Bank's Leslie Cham told the court that two peso checking accounts belonging to Cale88 Foods Corp., a banana chips company partly owned by Carpio, were opened in August 2024 and October 2025 and both closed in July 2026, holding ₱332,530.95 and a second balance.179 The AMLC has said ₱319.33 million in inward remittances from China and Hong Kong to Cale88 lacked an "underlying legal or trade obligation, purpose, or economic justification."21 Cham explained that a transaction is treated as suspicious when it has no proof of source of income or purpose.21 Prosecutors have cited ₱4.4 billion in total covered and suspicious transactions linked to the couple's accounts from 2007 to 2025, including ₱1.63 billion in inflows, ₱1.31 billion in outflows and ₱1.46 billion that could not be classified as either.69 The National Security Council has said it is looking into whether there is a national security dimension.67 The read for the sector is that cross-border remittance monitoring is now the live test: banks that receive large inbound transfers tied to a company with no clear trading counterparty face the question of whether their review process would have caught it before a Senate hearing did.

How banks decide a transaction is suspicious

Metrobank's Aguilar said banks do not file suspicious transaction reports (STRs) — formal notices to the AMLC about transactions that may involve criminal proceeds — based on negative media reports alone. Adverse coverage may prompt a bank to examine a customer, but a report is filed only after internal review and approval.56 She said the bank generally files when it has identified a customer as the subject of negative media and then reviewed the transactions.25 The AMLC is the Philippines' financial intelligence unit, the agency banks report to; the AMLA is the law that sets those reporting duties and the confidentiality rules around them.4959 The read for the sector is that the hearing put the industry's own threshold on the record: banks are saying they act on evidence, not headlines, and that distinction will matter if regulators or legislators push for faster reporting timelines after this case.

Inflation at 7.2 percent and the case for another rate hike

The Philippine Statistics Authority reported that consumer prices rose 7.2 percent in September from a year earlier, up from 6.1 percent in August and 1.7 percent in September last year, ending four consecutive months of easing and matching April's three-year high.11 Food and non-alcoholic beverages, the heaviest-weighted basket item, accelerated to 6.7 percent from 4.6 percent, with housing, water, electricity and gas also contributing.11 The BSP's target range is 2 to 4 percent; the year-to-date average of 5.4 percent sits above it.8 Nomura economists Euben Paracuelles and Nabila Amani expect a quarter-point increase at the Oct. 22 Monetary Board meeting, to 5.25 percent, with more possible.18 BPI lead economist Emilio Neri Jr. expects hikes in October and December, taking the policy rate to 5.50 percent by year-end and possibly 6.00 percent in the first half of 2027 depending on El Niño's impact on food prices.30 A policy rate is the benchmark interest rate the central bank sets to influence borrowing costs across the economy; raising it is meant to cool price growth. The read for the sector is that lenders and borrowers both face a higher-for-longer cost of money: loan repricing, deposit rates and consumer credit demand all move with the policy rate, and the BSP's own data already show ₱596 billion in nonperforming loans, 8.4 percent more than a year earlier.64

GCash's parent opens the country's largest IPO to retail buyers

Mynt Inc. is offering 8.03 billion shares at ₱6.60 each from Oct. 6 to 12, with an overallotment option of up to 1.20 billion additional secondary shares, aiming to raise as much as ₱60.9 billion — which would make it the Philippines' largest IPO.468 GStocks PH users can subscribe through the GCash app without a bank account or a separate broker, with a minimum of 100 shares, or ₱660, and real-time allocation for the first 100 shares on Oct. 6 and 7.52 BDO Capital president Eduardo Francisco said domestic demand from institutions including the Government Service Insurance System and the Social Security System exceeded historical levels for local IPOs, and that the underwriter would ask for a reallocation toward Filipino investors.16 Sazon, who ranked 35th on Fortune's Asia list, said the listing is a way to give back to the market that built the company.1278 The read for the sector is that the IPO is pulling first-time retail investors into the stock market through a payments app, which expands the investor base but also puts a large, newly listed financial platform under quarterly disclosure obligations it has never had before.

The quieter banking stories: deposit protection, bad loans, payments

PDIC general counsel Ma. Antonette Brillantes-Bolivar said at the World Financial Innovation Summit Philippines 2026 that deposit insurance must keep pace with instant payments, because depositors can move funds in seconds and misinformation spreads just as fast.58 The PDIC insures deposits up to ₱500,000 per depositor per bank. BDO said it is upgrading its payments infrastructure with Finastra's Global PAYplus platform, which it already uses for Swift and inbound PESONet processing, to handle growing volumes and cross-border connections.15 BDO also installed a self-service currency exchange machine at Ninoy Aquino International Airport Terminal 3 that converts US dollars, euros and Japanese yen into pesos around the clock.55 The read for the sector is that the plumbing behind digital money — deposit insurance, payment rails, foreign exchange access — is being rebuilt at the same time the public is watching bank records in a Senate hearing, and the two will be judged together.

Conversation trajectory

Oct. 8–12: the Mynt IPO offer period closes. The offer runs through Oct. 12, with order fulfillment for purchases beyond the initial real-time allocation beginning Oct. 8 and visible on the GStocks PH dashboard.68 Watch whether the reallocation toward domestic investors is granted and how the final demand figures compare with the ₱60.9-billion target.16 A heavily oversubscribed retail tranche would strengthen the case for more consumer-facing listings; a weak one would leave the market's small investor base where it was.

Oct. 20: Mynt lists on the Philippine Stock Exchange. The listing date is set, and Sazon has framed it as a milestone for financial inclusion.78 The first-day price against the ₱6.60 offer will be the clearest signal of whether the retail demand seen during the offer period holds.

Oct. 22: the BSP Monetary Board meets. Nomura, BPI, Chinabank Research and Fitch Solutions BMI expect a 25-basis-point increase to 5.25 percent.1874 The decision statement's language on El Niño and food prices will indicate whether a December move is likely, which BPI expects would take the rate to 5.50 percent.30

Ongoing: Day 36 of the impeachment trial and the defense's evidence. The prosecution has said it will continue presenting bank and insurance records; the defense has reserved its evidence and contested the characterization of the figures.71 Watch for the AMLC's own witnesses and any ruling on how the ₱191.6 million is described in the record, since that framing will shape how the unexplained-wealth article is argued.

Near term: the NUJP objection and press access. The journalists' union has asked that the defense's AMLA warning not chill reporting on suspicious transactions.49 Watch whether the court issues guidance on what reporters may publish from sealed or confidential financial records, since that will determine how much of the trial's documentary detail reaches the public.

Response guidance

Banks and financial institutions: prepare for record-production requests. The trial has shown that deposit records, time deposit renewals and managers check purchases can be reconstructed and compared against a customer's own disclosures years later. Compliance teams should confirm that retention, retrieval and audit trails for these instruments are complete and that staff can explain, in plain terms, how a managers check differs from an ordinary check.

Compliance and anti-money laundering teams: restate the reporting threshold publicly. Metrobank's testimony that negative media alone does not trigger a suspicious transaction report is a useful, accurate description of how banks operate.56 Institutions should be ready to explain the same process — review first, report after — without appearing to resist scrutiny, and should document the review steps for any transaction later questioned.

Retail-facing platforms: manage IPO expectations carefully. The GCash IPO is drawing first-time investors through an app, with a ₱660 minimum and real-time allocation.52 Communications should be explicit that allocation is subject to availability, that share prices can fall as well as rise, and that the offer price is not a forecast. Avoid framing the listing as a guaranteed gain.

Lenders and deposit takers: address the higher-rate environment directly. With inflation at 7.2 percent and another policy rate increase expected, borrowers will see loan repricing and depositors will see savings rates move.1118 Institutions should publish clear, dated explanations of how the policy rate affects their products, rather than waiting for customers to ask.

All institutions handling customer data: treat the trial as a trust test. The hearing has put bank confidentiality, SALN disclosure and suspicious transaction reporting in the same news cycle.4959 Messages should reinforce that customer records are protected under the AMLA while acknowledging that lawful disclosure to courts and regulators is part of the system, and that the industry supports both.

Communicators covering the trial: keep the legal status precise. The defense has asked that the ₱191.6 million be described as alleged, and the prosecution agreed.71 Use that framing, attribute figures to the witnesses who gave them, and distinguish between what a bank confirmed on the record and what prosecutors have asserted.
